A Nursing Instructor is the full performance
level of work at Maryland Department of Health (MDH) designated Court Involved
(CI) Facilities providing formal nursing instruction to Practical Nurse
students and in-service training to licensed and non-licensed nursing staff at
a State residential or inpatient treatment facility. Employees in this
classification do not supervise other positions but train, instruct and
evaluate the course work of participants and may participate in the selection
of students.
Employees in this classification
receive general supervision from a Nursing Education Supervisor.
Employees are assigned to the day shift, but are subject to work any shift in
order to meet the educational needs of facility staff. Employees are
required to observe infection control precautions in order to prevent
contamination and spread of disease. The work may require the lifting and
positioning of non-ambulatory patients and the lifting of wheelchairs and other
heavy equipment. The work may require long periods of standing, walking,
bending and reaching.
Positions in this classification are
evaluated by using the classification job evaluation methodology. The use
of this method involves comparing the assigned duties and responsibilities of a
position to the job criteria found in the Nature of Work and Examples of Work
sections of the class specification.
The Nursing Instructor is
differentiated from the Nursing Education Supervisor in that the Nursing
Instructor provides nursing instruction and in-service training to nursing
staff and performs the full range of duties and responsibilities under general
supervision, while the Nursing Education Supervisor has supervisory
responsibility for Nursing Instructors and is responsible for the design,
implementation and evaluation of the nursing education program.
Assesses educational needs of nursing staff via departmental auditing, on-going observation, staff requests and referrals to develop educational programs to meet the identified needs of the nursing staff;
Organizes, prepares, presents and evaluates designated curriculum course content and learning experiences;
Acts as liaison with nursing faculty regarding student placement, internship and clinical placement;
Plans, coordinates, conducts and evaluates nursing orientation program;
Evaluates students’ progress in meeting course objectives in order to plan future learning experiences and assist students in setting measurable objectives;
Conducts follow-up audits to evaluate the effectiveness of training and educational activities;
Develops and uses audio-visual and multimedia materials;
Maintains records of educational activities;
Identifies resources to be used in providing educational programs;
Communicates information regarding out-service training opportunities for nursing staff;
Performs other related duties.
Knowledge of the principles and practices of nursing;
Knowledge of group dynamics and classroom student behavior;

Knowledge of expanding scope of therapeutic nursing;
Knowledge of a variety of teaching techniques;
Ability to teach in a classroom setting;

Ability to interpret test data and use various methods of test construction;
Ability to set educational goals and to define specific objectives;
Ability to plan, administer and evaluate comprehensive nursing care to clients in a variety of settings;
Ability to analyze and interpret to students the health needs of patients and their families.
Education: A Bachelor's degree in Nursing or a related field from an accredited college or university.
Experience: Two years of experience as a Registered Nurse in a psychiatric setting.
Note: Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Nursing classifications or Nursing specialty codes in the Nursing Instruction field of work on a year-for-year basis for the required experience and education.

Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215 or possess a current multi-state license in party states that candidates have declared as primary states of residence.
2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
3. Employees in this classification may be required to successfully complete and maintain a current certification of cardiopulmonary resuscitation training.

This is a Professional Service classification in the State Personnel Management System. All positions in this classification are Professional Service positions. Some positions in Professional Service classifications may be designated as Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is assigned to Bargaining Unit E- Health Professionals classes. As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial, and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
