A Nursing Education Supervisor is the
supervisory level of work at Maryland Department of Health (MDH) designated
Court Involved (CI) Facilities providing formal nursing instruction to
Practical Nurse students or in-service training to licensed and non-licensed
nursing staff at a State residential or inpatient treatment facility.
Employees in this classification supervise Nursing Instructors, CI.
Employees in this classification
receive general supervision from the Director of Nursing or the facility’s
chief executive officer. Employees usually work during the day shift but
are subject to work any shift in order to meet the educational needs of
facility staff. Employees are required to observe infection control
precautions in order to prevent contamination and spread of disease. The
work may require the lifting and positioning of nonambulatory patients and the
lifting of wheelchairs and other heavy equipment. The work may require
long periods of standing, walking, bending and reaching.
Positions in this classification are
evaluated by using the classification job evaluation methodology. The use
of this method involves comparing the assigned duties and responsibilities of a
position to the job criteria found in the Nature of Work and Examples of Work
sections of the class specification.
The Nursing Education Supervisor is
differentiated from the Nursing Instructor in that the Nursing Education
Supervisor has supervisory responsibility for Nursing Instructors and is
responsible for the design, implementation and evaluation of the nursing
education program while the Nursing Instructor provides nursing instruction and
in-service training to nursing staff and performs the full range of duties and
responsibilities under general supervision.
Designs, coordinates, implements and evaluates programs to meet the educational needs of the facility;
Supervises and promotes educational and professional development of the Nursing Instructors;
Develops, evaluates and controls the quality of the educational programs to meet nursing needs;
Collaborates with the Director of Nursing, CI or chief executive officer in coordinating the educational program activities with other departments and the community;
Provides leadership in formulating the philosophy and objectives of the educational program and the facility in accordance with the philosophy and objectives of the nursing program and the facility;
Prepares and submits a budget to meet the objectives of the education program;
Collaborates with administrative and clinical nursing leadership in the coordination of nursing education programs;
Participates in departmental or multidisciplinary committees affecting nursing education;
Designs, revises and implements the Education Department’s Quality Assurance plan;
Coordinates and circulates information regarding out-service training opportunities for nursing staff;
Oversees the maintenance of educational records for staff;
Performs other related duties.
Knowledge of the current developments in professional nursing with emphasis on education principles;
Knowledge of the principles and practices of nursing;
Knowledge of group dynamics and classroom student behavior;
Knowledge of classroom testing and measurements and curriculum design;
Knowledge of expanding scope of therapeutic nursing;
Knowledge of a variety of teaching techniques;
Ability to develop objectives, policies, and procedures which will reflect nursing education philosophies;
Ability to coordinate the educational activities of nurse educators;
Ability to prepare comprehensive educational programs;
Ability to interpret test data and use various methods of test construction;
Ability to use various methods of test construction;
Ability to set educational goals and to define specific objectives;
Ability to analyze and interpret to students the health needs of clients and their families.
Ability to plan, administer and evaluate comprehensive nursing care to clients in a variety of settings.
Education: A Master's degree in Nursing or a related field from an accredited college or university.
Experience: Three years of experience as a Registered Nurse to include two years as an instructor in a psychiatric setting.
Note: Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Nursing classifications or Nursing specialty codes in the Nursing Instruction field of work on a year-for-year basis for the required experience and education.

Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215 or possess a current multi-state license in party states that candidates have declared as primary states of residence.
2. Employees in this classification may be assigned duties, which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
3. Employees in this classification may be required to successfully complete and maintain a current certification of cardiopulmonary resuscitation training.

This is a Professional Service classification in the State Personnel Management System. All positions in this classification are Professional Service positions. Some positions in Professional Service classifications may be designated as Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
