A Personnel Technician IV is a level of technical paraprofessional work assisting in the construction, administration and validation of employment examinations under the Maryland merit system rules. Employees in this classification perform specialized technical tasks requiring specific knowledge of employee selection practices, techniques, records, and skill in the application thereof and are typically assigned to an employee selection function. Employees in this classification do not supervise.
Employees in this classification receive general supervision from higher-level professional Employee Selection Specialists. Employees may be required to work weekends, evenings and to travel to various locations throughout the State possibly necessitating an overnight stay.
The Personnel Technician I-IV classifications differ from other more generalized paraprofessional classes (Personnel Clerk and Associates) on the basis of the range of work performed. Personnel Technician work is specialized, covering a specific area of personnel-related functions whereas Personnel Associate work is diverse, covering a multitude of personnel-related functions.
Positions in the Personnel Technician classifications are evaluated based on the total points accrued by the application of the Paraprofessional Personnel Management Positions Point Factor Job Evaluation Method. The job evaluation factors are: nature and variety of work, nature and purpose of contacts, nature and extent of supervisory accountability and nature and extent of control exercised over the position. The point range requirement for the Personnel Technician IV is 800-1000.
Inventories and records use of test forms;
Arranges with public authorities for the use of facilities for testing;
Recruits, selects and trains test monitors and performance raters;
Devises special test arrangements and arranges for out-of-town monitoring;
Acquires, arranges and prepares test materials;
Reviews and reconciles applicant records with test records;
Maintains test material security, and confidentiality of applicant data;
Administers and monitors examinations throughout the State of Maryland;
Provides administrative clerical support to statewide programs that are administered by the Department of Budget and Management;
Maintains confidentiality for all personnel-related activities;
Compiles test materials in order to process requests for test administration;
Answers inquiries from employees, supervisors and the general public concerning test status, scheduling, procedures and scores;
Performs other related duties.
Knowledge of merit system selection procedures, practices, techniques, forms and records;
Knowledge of the techniques of test administration and scoring;
Knowledge of principles, practices and purposes for merit system testing;
Knowledge of appropriate test monitoring procedures,
Knowledge of business English, spelling, punctuation and grammar;
Knowledge of basic mathematics;
Knowledge of the necessity of maintaining test material security;
Skill in the use of test monitoring techniques;
Ability to use a computerized applicant tracking system to enter and retrieve applicant information;
Ability to understand and interpret personnel policies, procedures and regulations;
Ability to maintain confidentiality for all personnel related activities;
Ability to provide assistance, guidance and technical direction to others;
Ability to establish and maintain effective working relationships with employees, supervisors, public officials, and the general public;
Ability to communicate effectively with employees, supervisors, and the general public.
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Three years of general clerical or administrative support experience, at least one year must have been paraprofessional personnel work involving the preparation, administration and analysis of employee selection devices. Appropriate paraprofessional personnel experience should have included responsibility for gathering and arranging test materials, maintaining test security, monitoring examinations, and responding to inquiries concerning testing procedures.
Notes:
1. Candidates may substitute one additional year of paraprofessional personnel experience as defined above for one year of the general clerical or administrative support experience.
2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in human resources assistance classification or human resources assistance specialty codes in the human resources management field of work on a year-for-year basis for the required experience.
Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.
This is a Skilled Service classification in the State Personnel Management System. All positions in these classifications are Skilled Service positions. Some positions in Skilled Service may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is assigned to Bargaining Unit B, Administrative, Technical and Clerical classes. As provided by State Personnel and Pensions Article 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
Employees in this classification are eligible to receive overtime compensation. An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by the State Personnel and Pensions Article, Section 8-305.
