NATURE OF WORK

A Forestry Manager IV is one of four managerial levels of work in the field of forestry management and protection.  Employees in this classification perform professional forestry work involving statewide management of a major program for the Maryland Forest Service.  Employees in this classification serve as a Program Chief of such programs as State forest products utilization, forest management and forest resource protection.  Employees in this classification are required to exercise independent judgment in the interpretation and application of law, procedures and regulations and in the development of policies for administering the assigned program(s).  The work of the classification involves the formulation and enforcement of the Maryland Forest Service directives in regard to assigned programs; devising and initiating procedures and administrative controls; and responsibility for overall planning, programming, and operating efficiency of an assigned program. Contacts with the public, other agencies and departments are wide, varied and at high levels.  Employees in this classification provide general direction, guidance, training and evaluation to all professional Foresters and para-professional personnel assigned to a program.

Employees in this classification receive managerial supervision from the Director of the Maryland Forest Service or the State Forester.  Effectiveness is evaluated through conferences and is based on the achievement of program objectives and goals.  Employees provide administrative and technical direction to professional foresters, paraprofessional technical staff and administrative personnel.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

EXAMPLES OF WORK

Serves as a Program Chief responsible for the direction and control of a statewide program of the Maryland Forest Service;

Interprets and applies law, procedures and regulations and develops policies for administering the assigned program(s);

Reviews, implements and enforces Maryland Forest Service directives in regard to assigned programs;

Plans, organizes and prepares a statewide program or program budgets;

Represents and promotes the agency through frequent contact with interested individuals or groups and with officials of other State and federal agencies;

Makes recommendations to the Director concerning new and revised legislation affecting Departmental responsibility;

May represent the State Forester at public hearings, legislative hearings or civic meetings;

May travel between different forest regions;

Performs other related duties.

GENERAL REQUIREMENTS

Specific educational and experience requirements are set by the agency based on the essential job functions assigned to the position.  Employees in this classification are appointed in accordance with the Business Occupations and Professions Article, Section 7-206 of the Annotated Code of Maryland and must possess a license issued by the State Board of Foresters.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
