NATURE OF WORK

A Treasury Specialist VI is one of two management levels of highly responsible specialized work in the field of financial management.  Employees in this classification assist in the development, maintenance, revision, and application of management plans, administrative procedures and policies, and the execution of sound plans and practices of personnel administration for the State Treasurer’s Office.  Employees in this classification are expected to recommend the timing of the future sale of State bonds and supervise all work in connection with each sale and settlement.  Employees in this classification make decisions regarding the interpretation of pertinent laws and regulations, as well as recommendations for improving the fiscal management of the State.  Employees in this classification must inaugurate such changes to the system necessary to ensure the accurate reflection of facts and conformance with sound accounting and investment procedure and, in that capacity, general supervision is exercised over assigned professional and clerical positions.

Employees in this classification receive managerial supervision from the Treasurer and Chief Deputy Treasurer, and exercises broad latitude of judgement in the supervision of the bond sale and insurance placement activities.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work Sections of the class specification.

EXAMPLES OF WORK

Computes settlement, determines the application of proceeds, and prepares necessary retirement schedules and financial reports, in conjunction with the sale of State bonds;

Develops system to recover insurance premiums for self-insurance coverage for certain agencies;

Maintains records on collateral posted by banks, insurance companies, savings and loan associations, etc.;

Assists the Treasurer and Chief Deputy Treasurer in administering the activities of all sections of the Treasurer’s Office;

Evaluates accounting systems and records and recommends improvements;

Determines the daily projected cash flow of the State;

Determines which banks will be used by State agencies for depositing receipts and maintaining imprest funds;

Attends meetings as representative of the Treasurer and Chief Deputy Treasurer;

Performs other related duties.

This is a Management Service classification in the State Personnel Management System.  All positions in this classification are Management Service positions.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102 Annotated Code of Maryland, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
