This is highly responsible work in the management of the very largest laundries, located at the Maryland House of Correction at Jessup and the Central Laundry in Sykesville. These laundries are distinguished by their relatively complex operations, and involve the processing of more than 4.5 million pounds of laundry per year. The purpose of these operations is to maintain a supply of clean linen for the parent installation as well as State hospitals and/or other outlying institutions. The majority of the laundry workers are prisoners in the custody of the Division of Corrections.
The work requires thorough technical knowledge of all laundry processes normally associated with a large commercial linen supply laundry. The position bears responsibility for planning and directing the work of this laundry, fostering good customer relations, and maintaining a high standard of finished work, coordinating the maintenance of the physical plant and for administering business management functions. In addition to high volumes of laundry processed, operations at this level of responsibility are characterized by a large number of subordinate foreman (4 or more), many customer institutions (normally 6 or more), and increased complexity regarding scheduling, processing and administration. These complexity factors vary with the number of customers and the number of types of items processed for each customer. Production schedules must be precise and geared to customer institutions needs. Therefore, in light of the large inmate work forces involved, employees in this class must have the requisite knowledge and abilities for directing intermediate supervisors in securing the cooperation of persons with backgrounds of anti-social behavior and erratic work histories to the degree necessary for meeting these schedules.
General direction is received from the director or assistant director of the agency to which the position is assigned. Guidance in technical or administrative matters may also be received from staff personnel in various other agencies. An employee in this class provides direct supervision to work foremen and other assigned personnel who in turn supervise the work of a large group of inmate workers.
Directs and coordinates all laundry operations including: pick-up delivery services; weighing, sorting, washing, extracting, finishing, packaging; keeping records and maintaining supplies and equipment;
Devises and improves operational methods and procedures as necessary;
Responsible for maintaining the established laundry customer schedule and revising the schedule as needs demand;
Investigates and adjusts all complaints and maintains good customer relations;
Determines the need of supplies and equipment and initiates requisitions for same;
Coordinates the maintenance of the physical plant as well as the maintenance and minor repair of laundry equipment;
Supervises and trains all employees of the Laundry including laundry foreman, maintenance personnel and clerical staff;
Exercises responsibility for supervising and training of all inmates who are assigned to the laundry;
Responsible for maintaining order and discipline among inmates during their assignment to the Laundry;
Supervises the keeping of records and the billing of customers;
Prepares the Laundry budget estimates and necessary reports;
Reporting production, the efficiency and conduct of employees and inmates and accidents;
Performs other necessary duties as required.
Expert knowledge of modern laundry processes, techniques and equipment including heavy duty washing machines, extractors, dryers, flat ironers, folders and pressing units; of the preparation of compounds used in washing and finishing clothes and fabrics.
Working knowledge of the principles and practices of laundry management; of business methods as applied to laundry production.
Ability to manage a large laundry operation; to organize, coordinate and supervise the work of foreman, maintenance and clerical employees and inmates workers; to instruct new employees and inmate workers; to deal with persons of anti-social and asocial behavior; to analyze replacement, repair and service records for identifying trends in maintenance costs and unusual expense factors respecting laundry equipment; to analyze and improve operational procedures; to work harmoniously with representatives of other hospital and other institutions; to prepare reports; to make clear and pertinent statements; to remember names and faces; to think clearly and exercise forceful initiative in emergency situations.
Experience: Three years of experience in the Maryland State classification of Laundry Manager I/II/III or Laundry Foreman;
OR
Education: Graduation from a standard high school or possession of a State high school equivalence certificate.
Experience: Six years of experience in a State or commercial laundry operation, three years of which must have included either managerial or supervisory experience involving responsibility for all phases of laundry operations such as washing, extracting, and finishing.
Note:
1. Experience in a coin-operated laundry is not qualifying
2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Laundry and Ship Serviceman classifications or Laundry specialty codes in the laundry field of work on a year-for-year basis for the required experience. .
