A Natural Resources Manager IV is the managerial level of program management work in a natural resources agency. Employees in this classification are responsible for one of the following programs within an agency of the Maryland Department of Natural Resources: Upland Game Resources Program, Non-Game and Endangered Species Program, Forest Wildlife Program/Wye Mills Region, Water Fowl Program, Furbearing and Marine Mammal Program. Employees in this classification independently plan, develop and implement new and modified elements to the assigned activity. Employees in this classification supervise a staff of professional and technical employees, prepare and administer a budget, recommend policy changes, administer technical surveys, recommend and review pertinent legislation, and are responsible for the achievement of the goals and objectives of the program.
Employees in this classification receive general direction from an agency head in the form of agreements of overall program goals. Work evaluation is based on achievement of program objectives and progress towards goals.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
Serves as a major program chief in a natural resources agency;
Prepares and maintains the budget for the assigned respective activity;
Supervises professional, technical, and clerical personnel on a full-time or survey basis;
Prepares environmental impact statements, technical survey reports, and other written reports involving the assigned function or agency functions;
Represents the agency head or Department Secretary at hearings, conferences, and meetings involving the assigned responsibility or general agency business;
Establishes and maintains effective working relationships with other natural resources representatives and interested public, private, and governmental groups and individuals;
Prepares final reports and suggested recommendations for the improvement of the agency or its programs;
Recommends changes to, implements, and insures compliance with policies, rules and regulations of the programs, agency, and Department;
Promotes actively the public use or recognition of the service or objectives of the assigned program, agency and/or the Maryland Department of Natural Resources;
Negotiates necessary contracts for surveys, personal services, studies, etc., for the assigned activity;
Administers the conduct of field surveys appropriate to and in accordance with the objectives of the projects within the assigned program and agency policy;
Maintains awareness of new developments in the field and incorporates such research findings into the assigned programs;
Performs other related duties.
Knowledge of general administrative procedures;

Knowledge of organizational charts, staffing patterns and work flow diagrams;
Knowledge of basic methods and techniques used in collecting, compiling, and organizing data and information;
Knowledge of conservation, boating, water quality, hunting and fishing laws;
Ability to conduct technical surveys;
Ability to supervise, coordinate and provide guidance to subordinates;
Ability to establish and maintain effective working relationships;
Ability to prepare complete, concise and accurate reports and correspondence;
Ability to conduct studies and analyses of agency programs, procedures and organizations;
Ability to prepare and present sound recommendations for improvement;
Ability to assess and evaluate personnel needs and determine the extent to which program objectives are being met.
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Eight years of experience either performing, or supervising workers performing technical natural resources or conservation work.

1. Candidates may substitute pertinent volunteer and/or part-time experience for the required experience. Please document the number of hours spent per week in this type of experience on the application.
2. Candidate may substitute one year of vocational education from an accredited high school or 30 credit hours from an accredited college or university in a natural resources discipline for one year of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a non-commissioned officer in the natural resources management and biological sciences classifications or natural resources management and biological sciences specialty codes in the biological science technician field of work on a year-for-year basis for the required experience and education.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit as indicated by the designation of S (supervisor), M (manager), T (agency head), U (Board or Commission member), W (student), X (Used by agency or excluded by executive order), or Z (confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and therefore, all positions in those agencies are excluded from collective bargaining.
