NATURE OF WORK

A Police Officer Supervisor Martin State Airport is the supervisory level of law enforcement work enforcing laws, rules and regulations governing the safety and protection of personnel and State and federal property at Martin State Airport, Warfield Air National Guard Base. Employees in this classification supervise lower-level Police Officers Martin State Airport.

Employees in this classification receive general supervision from a designated administrator. Employees are subject to call-in duty during emergencies and staffing shortages. Employees work a rotating shift which includes holidays and weekends. Employees are required to work outdoors in all types of weather conditions.

Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Police Officer Supervisor Martin State Airport is differentiated from the Police Officer Martin State Airport in that the Police Officer Supervisor Martin State Airport has supervisory responsibility for the work of lower-level Police Officers Martin State Airport while the Police Officer Martin State Airport performs the full range of duties and responsibilities under general supervision.

EXAMPLES OF WORK

Plans, coordinates, assigns, supervises and evaluates the work of lower-level Police Officers Martin State Airport who are responsible for providing security at Martin State Airport;

Ensures all posts are staffed at the appropriate level to ensure adequate coverage;

Trains and instructs Police Officers Martin State Airport concerning post assignments, traffic control, alarm controls and communication systems;

Enforces laws, rules and regulations governing the protection of personnel and State and federal property at Martin State Airport, Warfield Air National Guard Base;

Patrols perimeters and equipment storage areas to ensure security of facility and property;

Monitors closed circuit television, alarm equipment and communication systems to detect crimes or disturbances and dispatches patrols to investigate suspicious activities;

Monitors personnel and vehicles entering restricted areas to detect security violations;

Warns violators of infractions, issues summonses and makes arrests;

Directs vehicular traffic and enforces parking regulations; Investigates accidents and criminal acts;

Prepares clear, concise and accurate reports and reviews the completed reports of others;

Responds to disturbances and emergencies;

Directs and participates in rendering first aid at emergency scenes;

Testifies in court in connection with arrests made while on duty;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of Department of Defense, Air Force and local regulations and procedures related to securing a military facility;

Knowledge of military law and State militia law;

Knowledge of Maryland State motor vehicle laws and regulations;

Knowledge of investigative techniques;

Skill in testifying in court concerning arrests made while on duty;

Ability to plan, coordinate, supervise and evaluate the work of lower-level Police Officers Martin State Airport;

Ability to use and care for firearms;

Ability to understand, interpret and explain agency policies, rules and regulations concerning police duties;

Ability to communicate effectively;

Ability to prepare clear, concise and accurate reports;

Ability to react quickly and calmly during emergency situations;

Ability to administer emergency medical treatment;

Ability to endure vigorous physical activity.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience providing security on a military base.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties are required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Pursuant to United States Air Force regulations, employees in this classification are required to meet the following criteria:

a.) Employees are required to be active members of the Maryland Air National Guard.

b.) Employees must have successfully completed the Ground Combat Skills Course and the United States Air Force Security Police Academy.

c.) Candidates must meet current Air Force physical standards as required by Regulations AFI 48-123 and AFI 40-501.

d.) Employees will be required to obtain a secret security clearance as stated in the Personnel Security Program Management Regulation AFI 31-501.

2. Employees in this classification will be required to bear firearms and to demonstrate practical knowledge and proficiency in the safe use and care of firearms on an annual basis.

3. Employees in this classification are subject to call-in on a 24 hour basis and must provide a telephone number where they can be reached.

4. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime, as provided by the State Personnel and Pensions Article, Section 8-305.
