NATURE OF WORK

A Painter is the full performance level of interior and exterior painting work in State facilities, hospitals and institutions.  Employees in this classification do not supervise.

Employees in this classification receive general supervision from a Maintenance Supervisor or other designated higher-level maintenance staff.  Employees may be required to work in elevated areas and to lift heavy objects.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification. 

EXAMPLES OF WORK

Estimates job requirements, such as quantity of material, time and cost;

Requisitions and issues materials and equipment;

Repairs interior and exterior surfaces to be painted with caulk, plaster, spackling compound and putty;

Prepares surfaces by dissolving, scraping, burning, brushing and sand papering;

Cleans exterior surfaces of building, such as brick and other masonry surfaces, with chemicals, caustic removers and other special cleaners to remove dirt and graffiti;

Erects and takes down all types of scaffolds, rigging and ladders;

Mixes and blends colorants;

Tapes, spackles and finishes dry wall;

Applies all types of paints and special coatings including oil based and latex primers, waterproofing, sealers, paints, finishing coats and other related coating material to building surfaces;

Prepares and paints curbs, parking areas, piping, machinery and equipment;

Refinishes old and new furniture, cabinets and shelves by applying stains, varnishes, urethane, finishes, glazes, shellac, epoxy and other types of toxic materials;

Hangs wallpaper, vinyl coverings and other types of wall coverings;

Uses small hand and power tools, such as brushes, rollers, trowels, sprayers, sanders and mechanical lifts;

Cleans and maintains all equipment used in completing projects;

Maintains records and inventory of supplies and equipment;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of methods and techniques for preparing surfaces and applying paint and other coating materials to interior and exterior surfaces;

Knowledge of the qualities and characteristics of paints, varnishes, shellacs, driers and fillers;

Knowledge of the effect of weather conditions on coated and uncoated wood, metal, masonry and other surfaces;

Knowledge of safety precautions and occupational hazards associated with interior and exterior painting;

Skill in the use of small hand or power tools, such as brushes, rollers, sprayers, sandblasters and burners;

Ability to schedule and lay out work;

Ability to estimate costs and time requirements for a project’s completion;

Ability to erect, climb and work on scaffolds, riggings and ladders.

MINIMUM QUALIFICATIONS

Education:   Completion of the Eighth grade.

Experience: Four years of experience in painting work.

Notes: 

1. Candidates may substitute additional painting experience on a year-for-year basis for up to two years of the required education.

2. Candidates may substitute a certificate or a diploma from an accredited vocational school or technical high school with a concentration in painting for up to three years of the required painting experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Painters, Construction and Maintenance classifications or Painters, Construction and Maintenance specialty codes in the Painting field of work on a year-for-year basis for the required experience.

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit A- Labor and Trades classes.  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial, and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime, as provided by the State Personnel and Pensions Article, Section 8-305.
