A Plumber Supervisor is the supervisory level of work in the plumbing maintenance section of a large State institution or agency.  Employees in this classification are is responsible for the correct and efficient execution of assigned work projects involving the installation, removal, maintenance and repair of all plumbing and plumbing fixtures including institutional fluid transmission systems, such as cold water and waste removal lines, and all stream and hot water lines beginning at the designated point where Stationary Engineer responsibility normally ceases.  Employees in this classification must be able to secure the cooperation of other trades supervisors and instill within assigned employees cooperation necessary for working closely with other maintenance trade workers on projects that must be the joint endeavor of two or more maintenance sections.  Employees in this classification are also obligated to perform actual maintenance and repair work and are required to become proficient, in the shortest possible time, at the master craftwork level, with respect to all work orders properly within the scope of the plumbing maintenance section.  Employees in this classification direct the work of skilled and semi-skilled employees and unskilled helpers and may also supervise employees working in institutional water treatment and/or sewage disposal plants.

Employees in this classification receive general supervision and assignment of work projects from the Physical Plant Supervisor or other designated institutional official.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Plumber Supervisor is differentiated from the Plumber in that the Plumber Supervisor has supervisory responsibility for Plumbers while the Plumber performs the full range of duties and responsibilities under general supervision.

Assigns installation, removal, maintenance, and repair work projects and tasks to employees;

Inspects and passes on all completed work for compliance with the requirements of the work order and for adherence to trades standards;

Schedules and implements individualized on-the-job training programs for subordinates;

Keeps records of materials and supplies received, used and held in stock;

Inventories materials on hand and tools in use;

Protects State property from pilferage, abuse and /or misuse;

Consults with supervisor relative to undertaking any projects of unusual size or complexity;

Estimates amount of work-hours, materials and supplies needed;

Keeps abreast of development in the trade through the reading of periodicals and manufacturers’ publications;

May be consulted concerning proposed purchases of equipment;

Performs other related duties.

Knowledge of the plumbing trade including the installation, repair and maintenance of hot and cold water lines, sewer pipe, soil pipe, traps and appliances such as water closets, lavatories, urinals, showers and tubs;

Knowledge of the elementary principles and practices of supervision, and/or of State government;

Skill in mechanical aptitude;

Ability to supervise skilled, semi-skilled and unskilled employees;

Ability to schedule and lay out work according to the requirements of the assignment;

Ability to estimate and effect economical usage of material and supplies;

Ability to prepare sketches;

Ability to conduct broadening, individualized, on-the-job training program for employees who have little or no previous background in any area of the work;

Ability to prepare intelligible, complete and concise reports;

Ability to maintain records of job completed and in process, and of employees’ development progress;

Ability to follow blueprints, diagrams and engineering specifications;

Ability to correctly utilize parts catalogs for initiating parts requisitions;

Ability to cut and thread pipe, using stocks and dies, power treading machines, power saws, wrenches and pipe machines;

Ability to melt and caulk lead joints, using gasoline furnaces, blow torches, caulking chisels and cutting and welding equipment;

Ability to use other assorted general purpose and specialized stationary and portable tools appertaining to the trade;

Ability to direct trenching and back filling operations.

Education:   Completion of the Eighth grade.

Experience: One year of successful full-time paid employment in State government as a Plumber.

Five years of successful full-time paid employment in plumbing work which must have included at least one year of supervisory experience at the trade-supervisor level.

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
