A Data Entry Operator Manager I is the first managerial level of work keying large amounts of data from source documents into a computer or onto magnetic tape or disk according to a production schedule. Employees in this classification supervise Data Entry Operator Supervisors.
Employees in this classification receive general supervision from a Data Entry Operator Manager II or other designated administrator.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
The Data Entry Operator Manager I is differentiated from the Data Entry Operator Supervisor in that the Data Entry Operator Manager I has supervisory responsibility for Data Entry Operator Supervisors while the Data Entry Operator Supervisor has supervisory responsibility for Data Entry Operators. The Data Entry Operator Manager I is differentiated from the Data Entry Operator Manager II in that the Data Entry Operator Manager II has supervisory responsibility for Data Entry Operator Managers I.
Manages the work of employees engaged in the keying of alpha, numeric or symbolic data from source documents into a computer or onto magnetic tape or disk according to a production schedule;
Plans, coordinates, supervises and evaluates the activities of Data Entry Operator Supervisors;
Trains Data Entry Operator Supervisors in the application of data entry policies, procedures and operations;
Reviews, prioritizes and schedules work assignments and monitors work flow to meet production requirements and customer needs;
Prepares data entry formats and operator instructions and procedures to facilitate work assignments;
Maintains current operating and program manuals to assist the Data Entry Operators and Supervisors and to expedite work processed by the data entry unit;
Confers with staff at remote data entry sites, vendors, customers, technical support and agency programming staff to resolve equipment and screen problems;
Calculates staff, inventory and equipment needs for current and future data entry work assignments to maximize use;
Confers with customers to plan, prepare and revise documents for new or revised data entry assignments to facilitate processing;
May coordinate work assigned to shift supervisors to meet production requirements;
May coordinate work of the data entry unit with remote sites to meet production requirements;
Performs other related duties.
Knowledge of data entry procedures and practices:
Knowledge of the principles and methods of supervision;
Knowledge of the uses of computer systems related to data entry functions;
Knowledge of staff scheduling and production planning;
Knowledge of purchasing and budget administration;
Skill in resolving data entry equipment and screen problems;
Skill in communicating effectively with co-workers;
Skill in activating, saving and deactivating data entry devices;
Ability to plan, coordinate, supervise and evaluate the activities of Data Entry Operator Supervisors;
Ability to develop procedures and guidelines and prepare production reports.
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: One year of experience supervising employees keying large amounts of alpha, numeric or symbolic data from source documents into a computer or onto magnetic tape or disk according to a production schedule.
Notes:
1. Candidates may substitute additional clerical experience on a year-for-year basis for the required education.
2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Data Transcriber classifications or Data Transcriber specialty codes in the General, Administrative, Clerical and Office Services field of work on a year-for-year basis for the required experience, one (1) year of which must have been in an administrative supervisory or consultative capacity.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit as indicated by the designation of S (supervisor), M (manager), T (agency head), U (Board or Commission member), W (student), X (excluded by agency), or Z (confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and therefore, all positions in those agencies are excluded form collective bargaining.
Employees in this classification are eligible to receive overtime compensation. An employee who works more than the normal workweek is entitled to be compensated for that overtime, as provided by the State Personnel and Pensions Article, Section 8-305.
