This is responsible administrative and technical work in the management of the State office buildings in the Annapolis or Baltimore complex. The work entails planning, coordinating, and directing all maintenance and general services of the complex.
An employee in this class is required to direct intermediate foremen in the supervision of skilled and semi-skilled employees and custodial workers in the continuous maintenance of heating, lighting, refrigeration, air-conditioning, and all other mechanical services necessary for efficient operations. The responsibilities of this position also encompasses the providing of telephone services, grounds keeping, housekeeping, fire and police protection, civil defense and disaster services, parking facilities, and any other essential support services required.
Responsibility extends not only to programming and inspecting work, but also to applying engineering and architectural knowledge to operating problems and needs, and to supervising the business transactions incidental to the operation of these buildings. The position requires making numerous policy decisions affecting the daily operations of these buildings and grounds.
This position reports to the Administrator of Plant Management. Internal policies and procedures are to be the responsibility of this position in accordance with the directives of the Administrator. Staff engineering specialists in various State agencies may provide technical guidance. Work effectiveness is determined through both observation of the appearance and condition of buildings and grounds, and of the continuing reliability of equipment, and furthermore through conferences and the review of reports. An employee in this class exercises supervision through intermediate supervisors, over all employees in the assigned office complex.
Directs the organizing, scheduling and coordinating of all facets of the maintenance programs and office building services;
Approves and/or prepares specifications for the requisition of equipment, tools, parts and supplies;
Prepares contractual specifications for construction or overhaul work to be done by outside contractors;
Decides on the employment and dismissal of employees;
Prepares periodic employee efficiency reports on intermediate supervisors;
Advises foremen and other employees concerning their relationship with co-workers;
Advises supervisors concerning unexpected or unusual work problems;
Develops and revises procedures for the assignment and completion of work orders; Inspects shop and work areas for adherence to safety, sanitary and security regulations;
Sees to the prompt submission of accident reports;
Makes spot checks on completed jobs for adherence to trade standards;
Protects State property from pilferage or misuse;
May inspect work performed by outside contractors and prepares reports on findings;
May adjust, maintain and make minor repairs to refrigeration and cooling equipment, and to other modern electronically operated control devices;
Performs other necessary duties as required.
