An Institutional Parole Associate Supervisor is the supervisory level of work preparing cases for parole hearings in the Maryland Parole Commission, Department of Public Safety and Correctional Services. Employees in this classification review the most difficult cases with inmates prior to and after the parole hearing and are responsible for ensuring that all documents are forwarded to the appropriate agencies prior to a parole. Employees in this classification supervise Institutional Parole Associates and clerical personnel.
Employees in this classification receive general supervision from a program administrator. The nature of the work may require evening, holiday and weekend hours. Positions in this classification are assigned to the correctional institutions.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
The Institutional Parole Associate Supervisor is differentiated from the Institutional Parole Associate II in that the Institutional Parole Associate Supervisor has supervisory responsibility for Institutional Parole Associates while the Institutional Parole Associate II performs duties under close supervision at times and under general supervision at other times depending on the complexity of the specific duty being performed.
Supervises the activities of a Parole Commission office in a correctional institution;
Assigns and reviews the work of Institutional Parole Associates and a clerical staff to ensure the completeness and accuracy of case files for parole hearings;
Schedules weekly and monthly parole hearings as representative of the Commissioner to ensure attendance of all interested parties;
Certifies decisions, appeals, holds, and revocations by reviewing with the inmate and securing the inmate's signature;
Interviews inmates, makes investigations and prepares reports regarding complex or specialized cases;
Reviews case files with inmates on tiers, in lock-up, segregation, and medical areas to ensure that the inmate understands the contents of the parole hearing file;
Explains to the inmate the right of appeal of the Parole Commission decision;
Witnesses and signs Parole Release Orders and explains to the inmate the terms of the parole to ensure that the inmate understands the provisions of the release;
Uses OBSCIS computer for inquiry for Miles Message Switching and PARIS, which is the Commission's inquiry screen;
Logs certification of decisions on PARIS screen;
Prepares statistical reports to document the workload of the office;
Performs other related duties.
Knowledge of the policies and procedures of the Maryland Parole Commission;
Knowledge of interviewing techniques; Knowledge of the basic principles of supervision;
Ability to deal with persons with anti-social behavior;
Ability to explain case file information, terms of parole and other regulations clearly;
Ability to compile complete and accurate case files for parole hearings;
Ability to exercise initiative in emergency situations;
Ability to treat personal information discreetly and confidentially;
Ability to plan, assign and review the work of Institutional Parole Associates and a clerical staff;
Ability to prepare workload reports.
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Two years of experience interviewing inmates and preparing case files for parole hearings.
1. Employees in this classification may be required to have access to a motor vehicle. Standard mileage will be paid.
2. Employees in this classification may be required to work at other institutions whenever workload levels warrant reassignment.
Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.
This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
Employees in this classification are eligible to receive overtime compensation. An employee who works more than the normal workweek is entitled to be compensated for that overtime, as provided by the State Personnel and Pensions Article, Section 8-305.
