NATURE OF WORK

A Child Care Licensing Regional Manager MSDE is the managerial level of work inspecting, licensing and monitoring child care centers, family day care homes and non-public nursery schools to ensure enforcement of child care regulations and the provision of quality child education development programs.  Employees plan, organize and direct child care program services and operations within an assigned geographic area.  Employees direct the review and inspection of child care service providers to authorize the approval, renewal, denial or revocation of licensure.  Employees in this classification supervise Child Care Licensing Supervisors MSDE lower-level Child Care Licensing Specialist and support staff.

Employees in this classification receive managerial supervision from the branch manager or office director.  Employees in this classification may be required to work evenings.

Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Child Care Licensing Regional Manager MSDE is differentiated from the Child Care Licensing Supervisor MSDE in that the Child Care Licensing Regional Manager MSDE manages a regional office of the Maryland State Department of Education’s Division of Early Childhood Development, Office of Child Care Branch and has supervisory responsibility for Child Care Licensing Supervisors MSDE, while the Child Care Licensing Supervisor MSDE supervises lower-level Child Care Licensing Specialists MSDE.

EXAMPLES OF WORK

Directs the operations of a child care licensing and regulation regional office;

Monitors and approves licenses and accompanying documentation for quality control;

Coordinates training and staff development needs of child care providers and regional staff;

Negotiates and resolves problems with child care providers concerning licensing procedures and regulations;

Maintains the official files and listings of licenses in the region;

Participates in scheduling formal appeal hearings;

Prepares and presents testimony for administrative hearings, trials or lawsuits in order to ensure enforcement of licensing regulations;

Hires, supervises and evaluates subordinate staff;

Develops strategic plans, procedures and practices for the licensing and regulating of child care facilities in the Region;

Ensures that licensees meet statutory and regulatory standards;

Manages, coordinates and monitors work of supervisors to ensure that child care centers, family day care homes and non-public nursery schools are meeting the educational development needs of children;

Oversees complex, difficult and sensitive determinations on results of criminal background checks that affect children’s safety and welfare and the employment of current and prospective staff members in licensed child care centers, family day care homes and non-public nursery schools;

Participates in development and implementation of new and improved policies and procedures including both manual and automated systems;

Reviews, revises and recommends regulations concerning programs and policy, budget and administrative operations;

Represents the Office of Child Care with community members, child care providers and other interested parties to provide for appropriate child care;

Serves on committees which address licensing policy and regulations and the interpretation and enforcement of licensing issues such as but not limited to fire, health, safety and zoning issues;

Coordinates with other agencies such as local departments of health, local educational institutions and social services to provide programs and services needed for licensing compliance;

Prepares statistics, narrative reports, work charts and manuals concerning regional licensing and regulatory activities;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the Code of Maryland Regulations applicable to the licensing of child care facilities;

Knowledge of health and safety codes applicable to the licensing of child care facilities;

Knowledge of procedures and practices which ensure safe and sanitary conditions at child care centers, family day care homes and non-public nursery schools;

Knowledge of the principles of the growth and development of children;

Knowledge of administrative operations such as record keeping and staffing;

Knowledge of the techniques of supervision;

Knowledge of the principles and practices of State budget and personnel procedures;

Knowledge of manpower planning and organizational structure;

Knowledge of the essential processes involved in licensing day care facilities, statutory and regulatory standards and administrative law proceedings;

Knowledge of developmentally appropriate practices in child care centers, family day care homes and non-public nursery schools; Knowledge of the use of automated technologies for the management of regulatory systems;

Ability to make informed decisions regarding the screening of individuals with criminal backgrounds or substantiated child abuse or neglect backgrounds;

Ability to recognize the needs of staff and providers and to initiate training and development programs which meet those needs;

Ability to understand and communicate the needs of children;

Ability to communicate effectively;

Ability to prepare clear, concise and comprehensive reports;

Ability to understand and explain applicable laws, regulations and codes.

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree in child development, education, social work or psychology from an accredited college or university.

Experience: Five years of experience inspecting, licensing and monitoring child care centers, family day care homes and non-public nursery schools.

Notes:

1. An Associate of Arts degree in early childhood development, teacher education, sociology or psychology and two years work experience inspecting, licensing and monitoring child care centers, family day care homes and non-public nursery schools may be substituted for the required education.

2. Applicants may substitute graduate education in a Child Development curriculum at an accredited college or university at the rate of 30 credit hours per year for up to two years of the required experience.

           

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification may be required to have daily use of a motor vehicle while on official State business. Standard mileage allowance will be paid for use of a privately owned vehicle.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
