NATURE OF WORK

A Rehabilitation Center Residential Advisor I is the entry level of work overseeing an assigned client residence area and providing crisis counseling and supportive teaching to residents of the dormitory, community living skills program or assisted living unit at the Maryland Rehabilitation Center.  Employees in this classification do not supervise other positions.

Employees in this classification receive close supervision from a Vocational Rehabilitation Specialist Supervisor or other designed health professional or administrator.  Employees may be assigned to day, evening or rotating shifts to include holidays and weekends and are subject to call-in and overtime.  Employees are required to maintain a healthy, safe and sanitary environment for individuals with disabilities who are generally independent in their activities of daily living.  Employees may be required to restrain clients displaying violent or aggressive behavior.  The work may require the lifting and positioning of non-ambulatory clients and the lifting of wheelchairs and other heavy equipment.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Rehabilitation Center Residential Advisor I and the Rehabilitation Center Residential Advisor II are differentiated on the basis of the degree of supervisory control exercised by the supervisor over these employees.  The Rehabilitation Center Residential Advisor I performs duties under close supervision.  The Rehabilitation Center Residential Advisor II performs the full range of duties and responsibilities under general supervision.

EXAMPLES OF WORK

Learns to orient individuals with disabling conditions to the dormitory and the Maryland Rehabilitation Center;

Learns to intervene in crisis situations and to assist individuals with disabling conditions in solving problems;

Learns to co-facilitate group sessions for clients;

Monitors residential environments to ensure maintenance of health and safety standards;

Learns to monitor behavioral plans developed for individual clients and to coordinate activities with Rehabilitation Nurses, Addictions Counselors and Case Managers;

Learns to participate in the implementation of group living programs of residents of the dormitory, community living skills program, and the rehabilitation nursing unit;

Refers residents to the Medical Department for treatment or medication, as required;

Supervises the evacuation of residents in emergency situations;

Communicates information about clients’ functional abilities, progress, socialization and other relevant issues to other staff;

Learns to instruct in and monitor basic housekeeping skills so that clients can maintain their assigned living areas;

Learns to instruct clients in maintaining personal hygiene and appearance;

Learns to teach clients the Center’s rules and regulations and enforces the rules and regulations if required;

Learns to record information in client records as required by program guidelines and regulations;

Prepares requisitions for repairs and replacement of furniture, living environment and equipment and for specialized housekeeping services in order to maintain the dormitory in optimal condition;

Carries out emergency and routine procedures for the protection and safety of clients, staff, and the public;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the theories and principles of behavior and personality development and the dynamics of interpersonal relations, including family dynamics and patterns of adjustive behavior;

Knowledge of the roles and functions of human services professionals, programs, and institutions;

Knowledge of basic and alternative communication skills and interaction techniques;

Ability to learn federal and State laws and regulations governing the care and treatment of individuals with disabilities, including basic rights and confidentiality;

Ability to learn to conduct selected activities specified in individual treatment plans and to identify stressors that may interfere;

Ability to learn to teach problem-solving and decision-making skills to assist clients in developing effective coping mechanisms;

Ability to learn to implement appropriate behavioral consequences and to physically intervene in a behavioral crisis;

Ability to learn and implement infection control precautions;

Ability to learn and effectively apply the rules and regulations of the Maryland Rehabilitation Center;

Ability to learn to instruct clients in personal care services based on standards of care;

Ability to exercise sound judgment and initiative;

Ability to communicate effectively with clients and other staff;

Ability to work as part of a rehabilitation team;

Ability to maintain accurate records and comply with established record keeping standards;

Ability to lift and evaluate non-ambulatory individuals;

Ability to learn to perform CPR and to use a fire extinguisher

MINIMUM QUALIFICATIONS

Education:   An Associate of Arts degree or 60 credit hours with at least six credit hours in education, psychology or counseling from an accredited college or university.

Experience: None.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of an automobile.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland, and their driving records will be subject to investigation.

2. Employees in this classification will be required to successfully complete training to obtain and maintain current cardiopulmonary resuscitation certification. 

SPECIAL REQUIREMENTS

1. Candidates for this classification may be given a medical examination to demonstrate the ability to perform the work required prior to appointment to the position.

2. Employees in this classification are required to provide the agency with a telephone number where they can be reached.

3. Applicants for this classification must submit proof eligibility to work in compliance with the Immigration Reform and Control Act.

4. Applicants for this classification are subject to a criminal background investigation in accordance with the federal Family Law Article, Section 5.

5. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 06.01.09, Testing for Illegal Use of Drugs.

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department of agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit D- Health and Human Service Nonprofessionals classes.  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by the State Personnel and Pensions Article, Section 8-305.

This classification is one level in a Non-Competitive Promotion (NCP) series. NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance level in a classifications series.  In order to be non-competitively promoted to the next level in a NCP series, an employee must: 1) perform the main purpose of the class, as defined by the Nature of Work section of the class specification; 2) receive the type of supervision defined in the class specification and 3) meet the minimum qualifications of the classification.
