NATURE OF WORK

A Computer Operator Manager I is the managerial level of work operating multipurpose, multi-tasking computers.  Employees in this classification supervise Computer Operator Supervisors.

Employees in this classification receive managerial supervision from a Computer Operator Manager II or other data processing administrator.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Computer Operator Manager I is differentiated from the Computer Operator Supervisor in that the Computer Operator Manager I has supervisory responsibility for Computer Operator Supervisors while the Computer Operator Supervisor has supervisory responsibility for lower-level Computer Operators.  The Computer Operator Manager I is differentiated from the Computer Operator Manager II in that the Computer Operator Manager II has supervisory responsibility for Computer Operator Managers I.

EXAMPLES OF WORK

Plans, directs and administers the computer operations activity of an agency or data center in accordance with applicable laws, rules, regulations, policies and procedures;

Plans, coordinates, supervises and evaluates the work of Computer Operator Supervisors and related support staff;

Develops, implements and manages new and revised computer operations policies and procedures;

Develops, implements and manages training programs for computer operations staff;

Plans work schedules for the efficient use of computer resources and personnel;

Monitors computer operations for performance, reliability and utilization;

Oversees the maintenance and repair of computer hardware and related equipment;

Procures necessary computer hardware, software and supplies;

Meets with upper-level management, users, programmers, technical support staff and vendors to discuss and resolve computer operations problems;

Prepares statistical and narrative reports of routine computer operations and special projects;

Supplies information for the departmental information processing plan and budget;

Participates in the testing of new programs and systems by recommending improved operational procedures and placing the program or system in production status;

Reviews journals, catalogs and other technical literature and attends workshops, seminars and trade shows to keep abreast of the latest developments in computer technology;

May manage data communications, data entry and other related functions;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the function-and capabilities of multipurpose, multi-tasking computers and peripheral equipment;

Knowledge of computer operating systems and the commands necessary to operate multipurpose, multi-tasking computers;

Knowledge of job streaming and multi-tasking concepts;

Knowledge of emergency, disaster recovery and security procedures related to computer operations;

Knowledge of the principles and practices of budget management;

Knowledge of the regulations and procedures for procuring hardware and software related to computer operations activity;

Skill in adjusting production schedules and manipulating job streaming to make the most efficient use of computer systems;

Skill in preparing statistical and narrative reports of computer operations;

Ability to establish and maintain effective working relationships with and communicate technical information to users, vendors, programmers and technical support staff;

Ability to plan, coordinate, supervise and evaluate the work of Computer Operator Supervisors.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience supervising operators of multipurpose, multi-tasking computer systems.

Notes:

1. Candidates may substitute additional experience operating computer equipment for the purpose of data entry, word processing or maintaining information on a year-for-year  basis for the required education.

2. Candidates may substitute U.S. Armed Forces military experience as non-commissioned/enlisted personnel in an Information Technology field on a year-for-year basis for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a non-commissioned officer in Computer System  Operations classifications or Computer System Operations specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

NOT APPLICABLE.

SPECIAL REQUIREMENTS

Employees in this classification are subject to call 24 hours a day and, therefore, will be required to provide the employing agency with a telephone number where the employee can be reached or will be furnished with a beeper.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
