A Parole and Probation Intake Reviewer is the full performance level of work performing intake and case assignment by interviewing offenders, obtaining and entering information and assigning offenders to either a parole and probation agent or drinking driver monitor. Employees interact with offenders during the initial intake interview and ensure that offenders understand the terms and conditions of their supervision. Employees in this classification do not supervise other positions.
Employees in this classification receive general supervision from an Office Supervisor or a Parole and Probation Field Supervisor. Employees work around potentially uncooperative or hostile offenders. The work takes place in a parole and probation intake office.
Positions in this classification are evaluated using the classification job evaluation methodology. The use of this method involves comparing assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work Sections of the class specification.
Interviews offenders who are placed on probation by the courts, released on parole by the Maryland Parole Commission or released from prison on mandatory supervision release;
Reviews and interprets parole and probation orders and mandatory release certificates to determine the appropriate category of supervision, agent and program;
Explains rules and conditions of supervision, answers questions and provides reporting instructions;
Verifies legal and personal data obtained during intake interviews using online systems;
Observes and records offender behavior and notifies the immediate supervisor if the offender appears to be under the influence of alcohol or drugs or is behaving in an uncooperative or confrontational manner;
Enters offender data into automated information systems in order to open new case files;
Assigns offender cases to a parole and probation agent, drinking driver monitor or the Case Monitoring Unit;
Establishes and explains payment plans in cases involving restitution, fines, costs and fees;
Directs sex offenders to register in accordance with Maryland State law;
Photographs offenders for computer records and for the case file;
Prepares the application for Interstate Compact Services for offenders who wish to reside in other states;
Interacts with law enforcement and judicial system personnel to verify information and resolve issues relevant to offender case assignment;
Performs other related duties.
Knowledge of parole and probation intake procedures and operations;
Knowledge of the laws, regulations and policies relevant to the determination of supervision categories, locations and programs;
Knowledge of basic math used in determining payment plans;
Knowledge of office equipment and procedures;
Skill in accessing and entering information using a keyboard and computer;
Skill in maintaining files and other records;
Skill in using on-line criminal and judicial sources of information to gather requisite information;
Skill in interviewing offenders;
Ability to operate a digital camera;
Ability to remain calm and demonstrate tactfulness during initial intake interviews;
Ability to explain supervision terms and conditions to offenders and respond to questions;
Ability to understand, interpret and apply laws relevant to the determination of supervision categories, locations and programs;
Ability to understand and interpret court orders;
Ability to observe and record offender behavior;
Ability to communicate effectively with offenders, the public, coworkers, district or circuit court personnel, community resource personnel and others in the law enforcement community.
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: One year of experience interviewing offenders and processing parole and probation documents.
Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.
This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is assigned to Bargaining Unit B- Administrative, Technical and Clerical classes. As provided by the State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
Employees in this classification are eligible to receive overtime compensation. An employee who works more than the normal workweek is entitled to be compensated for that overtime, as provided by the State Personnel and Pensions Article, Section 8-305.
