A Military Airport Firefighter Captain Technical Services & Logistics is a managerial level in airport firefighting and fire rescue work at the 175th Wing, Maryland Air National Guard, Martin State Airport. Employees in this classification are responsible for technical services and logistics needed to support the firefighting operation such as procuring supplies and equipment and coordinating facility inspections. Employees do not supervise other positions but do oversee the activities of lower-level Military Airport Firefighters in the areas of technical services and logistics.
Employees in this classification receive general supervision from the Military Airport Division Fire Chief. Employees may be subject to call-in and are required to work rotating 10-hour shifts Tuesday through Friday and includes weekends and holidays. Employees are required to work outdoors in all kinds of weather, are subject to high noise levels from aircraft, may be exposed to extreme heat and fumes, and chemical, biological, radiological and nuclear materials including, but not limited to, military aircraft ammunition, explosives and hazardous waste. On some assignments, employees wear heavy protective clothing and safety equipment and are expected to lift and carry persons and objects weighing over 100 pounds.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
The Military Airport Firefighter Captain Technical Services & Logistics is differentiated from the Military Airport Firefighter Lieutenant in that the Military Airport Firefighter Captain Technical Services & Logistics is responsible for managing the technical services and logistics needed to support the firefighting operation on an assigned shift while the Military Airport Firefighter Lieutenant has supervisory responsibility for lower-level Military Firefighters on an assigned shift. The Military Airport Firefighter Captain Technical Services & Logistics is differentiated from the Military Airport Firefighter Captain in that the Military Airport Firefighter Captain manages the day-to-day operations of an assigned shift. The Military Airport Firefighter Captain Technical Services & Logistics is differentiated from the Military Airport Firefighter Captain Training & Safety in that the Military Airport Firefighter Captain Training & Safety is responsible for managing the training and safety programs on an assigned shift. The Military Airport Firefighter Captain Technical Services & Logistics is differentiated from the Military Airport Division Fire Chief in that the Military Airport Division Fire Chief has supervisory responsibility for all Military Airport Firefighter Captains and manages all fire protection programs on an assigned shift.
Coordinates the development and implementation of facility fire prevention and fire prevention education operating instructions and policies;
Coordinates fiscal procedures applicable to fire protection;
Determines placement of portable fire extinguishers in base facilities;
Coordinates facility fire prevention inspections to be performed;
Coordinates supply and equipment requirements;
Prepares and participates in drills, in-service training exercises and physical fitness programs;
Enforces all laws, instructions, directives, operating instructions and local policies issued by the United States Air Force, Air National Guard, State of Maryland, the 175th Wing, the 175th Civil Engineer Squadron, and the 175th Civil Engineer Fire Department;
Responds to firefighting, rescue and other emergency operations as a firefighter;
Provides counsel, guidance and discipline to subordinates;
Prepares and maintains reports and records;
Performs other related duties.

Ability to coordinate with other agencies during fire prevention activities;
Ability to coordinate with other agencies in procuring supplies and equipment;
Ability to coordinate facility inspection schedules;
Ability to coordinate supplies and equipment requirements;
Ability to manage subordinates in accordance with all laws, instructions, directives, operating instructions and local policies as issued by the United States Air Force, Air National Guard, State of Maryland 175th Wing, 175th Civil Engineer Squadron, and the 175th Civil Engineer Fire Department;
Ability to establish and maintain harmonious working relationships with superiors, subordinates, co-workers and outside contacts.
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Five years of experience performing airport fire suppression and emergency rescue work.
Notes:
1. Candidates must possess one year of the above experience supervising Military Airport Fire Fighters.
2. Candidates may substitute five years of work experience at the Military Airport Fire Fighter II at Martin State Airport for the required experience.
3. Candidates may substitute one year of U.S. Armed Forces military service experience as a non-commissioned officer in aircraft rescue and firefighter specialist classifications or specialty codes in the airport fire fighter field of work for one year of the required experience.
1. Employees in this classification are assigned duties that require the operation of a motor vehicle. Employees assigned such duties are required to possess a motor vehicle operator's license valid in the State of Maryland.
2. Employees in this classification are required to possess a United States Air Force Motor Vehicle Operator's card.
3. Employees in this classification that operate vehicles on runways or taxiways are required to successfully complete vehicle training and annual renewal of vehicle operation clearance for the Movement Area of Martin State Airport.
4. Employees in this classification must possess the following certifications from the National Board on Fire Service Professional Qualifications, International Fire Service Accreditation Congress or the Department of Defense (DOD) program:

5. Employees in this classification must possess an Emergency Medical Responder (EMR) certification from the Maryland Institute of Emergency Services System (MIEMSS) and/or the National Registry of Emergency Medical Technicians.
6. Employees in this classification must obtain the Fire Inspector III certification within 12 months of appointment.
7. Employees currently in this classification must obtain the rest of the above certifications within 24 months of placement. Employees who fail to obtain the above certifications will be subject to disciplinary action up to and including termination.
1. Employees in this classification must have successfully completed the Fire Protection Apprentice Specialist course or other equivalent fire protection course.
2. Employees in this classification will be required to obtain a government Secret security clearance.
3. Employees in this classification will be required to pass an annual medical examination and may be required to pass the physical fitness test to determine their physical ability to perform the job in accordance with National Fire Protection Standard 1582, Standards on Medical Requirements for Firefighters.
4. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.
5. Employees in this classification may be subject to State or federal background investigations.
6. Employees in this classification are “Essential Employees”, are subject to call-in 24 hours a day and must provide the employing agency with a telephone number where they can be reached.
Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.
This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is assigned to Bargaining Unit H, Airport Firefighters classes. As provided by the State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
Employees in this classification are eligible to receive overtime compensation. An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by the State Personnel and Pensions Article, Section 8-305.
