NATURE OF WORK

A Military Airport Division Fire Chief is a managerial level in airport firefighting and fire rescue work at the 175th Wing, Maryland Air National Guard, Martin State Airport.  Employees in this classification supervise Military Airport Firefighter Captain. Military Airport Firefighter Captain Training & Safety, Military Airport Firefighter Captain Technical Services & Logistics, manage all fire protection programs within the department and serves as the Fire Chief in the absence of the Chief.

Employees in this classification receive managerial supervision from the Fire Chief.  Employees may be subject to call-in and are required to work 10-hour shifts Tuesday through Friday including weekends and holidays.  Employees are required to work outdoors in all kinds of weather, are subject to high noise levels from aircraft, may be exposed to extreme heat and fumes, and chemical, biological, radiological and nuclear materials including, but not limited to, military aircraft ammunition, explosives and hazardous waste.  On some assignments, employees wear heavy protective clothing and safety equipment and are expected to lift persons or objects weighing over 100 pounds.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Military Airport Division Fire Chief is differentiated from the Military Airport Firefighter Captain, the Military Airport Firefighter Captain Training & Safety and the Military Airport Firefighter Captain Technical Services & Logistics in that the Military Airport Division Fire Chief has supervisory responsibility for all Military Airport Firefighter Captains and manages all fire protection programs on an assigned shift within the department.  The Military Airport Division Fire Chief is differentiated from the Military Airport Firefighter Captain in that the Military Airport Firefighter Captain manages the day-to-day operations of an assigned shift and has supervisory responsibility for Military Airport Firefighter Lieutenants.  The Military Airport Division Fire Chief is differentiated from the Military Airport Firefighter Captain Training & Safety in that the Military Airport Firefighter Captain Training and Safety manages the training and safety programs on an assigned shift.  The Military Airport Division Fire Chief is differentiated from the Military Airport Firefighter Captain Technical Services & Logistics in that the Military Airport Firefighter Captain Technical Services & Logistics manages the technical services and logistics needed to support the firefighting operation on an assigned shift.   The Military Airport Division Chief is differentiated from the Fire Chief in that the Fire Chief is responsible for the entire operation of the Martin State Airport Fire Department.

EXAMPLES OF WORK

Manages an assigned shift of airport fire operations and activities at Martin State Airport, through the direct supervision of all Military Airport Firefighter Captains;

Enforces all laws, instructions, directives, operating instructions, and local policies issued by the United States Air Force, Air National Guard, State of Maryland, the 175th Wing, the 175th Civil Engineer Squadron, and the 175th Civil Engineer Fire Department;

Responds to and directs firefighting, rescue and other emergency operations at the scene of an incident as the Incident Commander;

Determines priorities for fire ground strategy and tactics at an emergency scene;

Trains Military Airport Firefighters in firefighting, rescue, and other emergency techniques, and in the safe operation of all fire rescue equipment;

Enforces and instructs staff on all laws, rules, regulations, policies and directives issued by the State of Maryland and the Department of Defense;

Directs the activities of all fire protection programs in the Martin State Airport Fire Department;

Prepares and participates in drills, in-service training exercises and physical fitness programs;

Updates records and prepares reports related to operational activities, emergency responses, fire inspections and training levels;

Provides assistance to fire departments in surrounding jurisdictions;

Serves as back up to the Military Airport Fire Chief;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of managerial, supervisory and leadership methods;

Knowledge of building construction and mechanical drawings;

Knowledge of Air Force, Air National Guard and State fiscal programs;

Knowledge of firefighting principles, procedures and techniques;

Knowledge of airport, and aircraft design and their operations;

Knowledge of the Incident Management System (IMS) for emergency operations;

Skill in directing firefighting, rescue and emergency medical operations;

Skill in reading, preparing and interpreting memoranda, operating instructions, directives and reports;

Skill in coordinating other fire officers and agencies, outside of the Maryland Military Department, at an emergency scene;

Skill in communicating clearly and effectively;

Ability to manage and direct personnel;

Ability to coordinate with other agencies during fire prevention activities;

Ability to coordinate with other agencies in procuring supplies and equipment;

Ability to coordinate facility inspection schedules;

Ability to coordinate supplies and equipment requirements;

Ability to manage subordinates in accordance with all laws, instructions, directives, operating instructions and local policies as issued by the United States Air Force, Air National Guard, State of Maryland 175th Wing, 175th Civil Engineer Squadron, and the 175th Civil Engineer Fire Department;

Ability to establish and maintain harmonious working relationships with superiors, subordinates, co-workers and outside contacts.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of experience performing airport fire suppression and emergency rescue work, one year must have been as a second line supervisor or manager.

Notes:

1. Candidates must possess one year of the above experience as a shift officer on the Martin State Airport Fire Department MCA program; or

2. Candidates may substitute one year of experience as a current Military Airport Fire Fighter Captain employed at the Martin State Airport Fire Department MCA Program, or one year of experience as a Chief Fire Officer with the 175th Wing, Maryland National Guard for the required experience.

3. Candidates may substitute one year of U.S. Armed Forces military service experience as a non-commissioned officer in aircraft rescue and firefighter specialist classifications or specialty codes in the airport fire fighter field of work for one year of the required experience. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are assigned duties that require the operation of a motor vehicle.  Employees assigned such duties are required to possess a motor vehicle operator's license valid in the State of Maryland.

2. Employees in this classification are required to possess a United States Air Force Motor Vehicle Operator's card.

3. Employees in this classification that operate vehicles on runways or taxiways are required to successfully complete vehicle training and annual renewal of vehicle operation clearance for the Movement Area of Martin State Airport.

4. Employees in this classification must possess the following certifications from the National Board on Fire Service Professional Qualifications, International Fire Service Accreditation Congress or the Department of Defense (DOD) program:

5. Employees in this classification must possess an Emergency Medical Responder (EMR) certification from the Maryland Institute of Emergency Services System (MIEMSS) and/or the National Registry of Emergency Medical Technicians.

6. Employees in this classification must obtain the Fire Officer IV certification within 12 months of appointment.

7. Employees currently in the classification must obtain the rest of the above certifications within 24 months of placement. Employees who fail to obtain these certifications will be subject to disciplinary action up to and including termination.  

SPECIAL REQUIREMENTS

1. Employees in this classification must have successfully completed the Fire Protection Apprentice Specialist course or other equivalent fire protection course.

2. Employees in this classification will be required to obtain a government Secret security clearance.

3. Employees in this classification are required to pass an annual medical examination and may be required to pass the physical fitness test to determine their physical ability to perform the job in accordance with National Fire Protection Standard 1582, Standards on Medical Requirements for Firefighters.

4. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

5. Employees in this classification may be subject to state or federal background investigations.

6. Employees in this classification are “Essential Employees”, are subject to call-in 24 hours a day and must provide the employing agency with a telephone number where they can be reached.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit as indicated by the designation of S (supervisor), M (manager), T (agency head), U (Board or Commission member), W (student), X (excluded by agency), or Z (confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and therefore, all positions in those agencies are excluded form collective bargaining.

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by the State Personnel and Pensions Article, Section 8-305.
