An Operator, Tractor-Trailer/Commercial Motor Vehicle is the full performance level of work in the public operation of State tractor-trailers or commercial motor vehicles that require the possession of a Commercial Driver’s License (CDL) within Maryland.  Employees in the classification must be able to meet prearranged schedules for pickups and deliveries.   Employees in the classification are held responsible for the safety of passengers and of the vehicles and shipments entrusted to their care.  Employees in this class may occasionally operate lighter weight automotive vehicles.  Employees in this classification supervise assigned employees, patients and/or helpers and occasionally assist with the loading and unloading of the trailers or commercial motor vehicles.

Employees in this classification receive general supervision from a designated agency official.  Employees are responsible for the preventive maintenance for assigned tractors, trailers or commercial motor vehicles in accordance with agency regulations and are required to make minor adjustments and routine emergency repairs. 

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

Operates gasoline and/or diesel powered tractor-trailers;

Makes special or scheduled trips for the purpose of hauling, collecting or delivering materials and supplies;

Loads and unloads trailer and/or directs other employees and patient help in this work;

Keeps tractor and trailer washed and in neat appearance;

Assists in maintaining the garage in a safe, neat and orderly condition;

Prepares records of trips, of material transported, of supplies received, and of maintenance services performed on assigned tractor and trailer;

Operates van and panel trucks, buses, automobiles and other automotive equipment as directed when the tractor-trailer is not available;

Perform other related duties.

Knowledge of the care and operation of tractor-trailers or commercial motor vehicles;

Knowledge of traffic laws and regulations and conditions for safe driving in all kinds of weather and road conditions;

Knowledge of procedures for the delivery and unloading of supplies and freight;

Skill in making minor repairs and adjustments to tractors and trailers or commercial motor vehicles;

Skill in judging distances accurately over long stretches of highway, in heavily congested areas, and while driving around corners or through narrow passageways;

Skill in the display of courteous and safe-driving practices;

Ability to operate mechanisms on tractors and trailers or commercial motor vehicles:

Ability to back up trailers to loading platforms, and maneuver trailers while driving in reverse;

Ability to understand and follow directions;

Ability to interpret road maps;

Ability to safely respond to traffic and mechanical emergencies;

Ability to maintain manifests and other records;

Ability to cooperate with other State employees, suppliers, and members of the general public;

Ability to supervise helpers unloading trailers or commercial motor vehicles.

Education:   Completion of the Eighth grade.

Experience: Four years of experience in the operation of automotive transportation equipment, two years of which must be in the operation of tractor-trailers or commercial motor vehicles.

Notes:

1. Candidates may substitute additional experience operating tractor-trailers or other commercial automotive transportation equipment, on a year to year basis, for up to three years of the required education.

2. Candidates may substitute U.S. Armed Forces military service experience in transportation classifications or specialty codes on a year-for-year basis for the required experience.

1. Applicants for this classification must possess a Class A, Class B or Class C Commercial Driver‘s License (CDL) valid in the State of Maryland. Applicants must list the license number and date of issue on the application.

2. Applicants for this classification may be required to obtain endorsements on the CDL for operation of double or triple trailers, passenger vehicles transporting 16 or more passengers including driver, tank trucks carrying 1000 gallons or more and commercial motor vehicles that transport hazardous materials.

3. Applicants for this classification may be required to submit a certified copy of their driving records before appointment.

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies.  Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit A- Labor and Trades classes.  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial, and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime, as provided by the State Personnel and Pensions Article, Section 8-305.
