NATURE OF WORK

A Deputy Sheriff Captain is one of two managerial levels of work serving court and legal process orders of the Circuit Court of Baltimore City and the District Court of Maryland; relocating, safeguarding and escorting witnesses in the Baltimore City State’s Attorney’s Witness Protection Program; and targeting violent offenders, career criminals and drug kingpins in task forces and joint operations with Federal law enforcement authorities, Baltimore City police and other local police agencies. Employees in this classification supervise Deputy Sheriff Lieutenants.

Employees in this classification receive general direction from the Deputy Sheriff Major. The work requires travel throughout Baltimore City, Maryland and other states. The work may involve contact with dangerous or hostile persons who may be armed. Employees are subject to call-in on a regularly scheduled basis.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and. The Deputy Sheriff Captain is differentiated from the Deputy Sheriff Lieutenant on the basis of the scope of supervisory responsibility.  The Deputy Sheriff Captain has management responsibility for lower-level Deputy Sheriffs and Deputy Sheriff Sergeants through the direct supervision of Deputy Sheriff Lieutenants at the bureau level of the Baltimore City Sheriff’s Office while the Deputy Sheriff Lieutenant directly supervises Deputy Sheriff Sergeants at the division level.  The Deputy Sheriff Captain is differentiated from the Deputy Sheriff Major in that the Deputy Sheriff Major serves as the Chief of Operations of the Baltimore City Sheriff’s Office and on a daily basis has command oversight of all operational components of the agency.

EXAMPLES OF WORK

Manages, through Deputy Sheriff Lieutenants, the work of Deputy Sheriffs serving court and legal process orders of the Circuit Court of Baltimore City and the District Court of Maryland, relocating, safeguarding and escorting witnesses in the Baltimore City State’s Attorney’s Witness Protection Program and targeting violent offenders, career criminals and drug kingpins in task forces and joint operations with federal law enforcement authorities, Baltimore City police and other local police agencies;

Plans, coordinates and supervises the work of Deputy Sheriff Lieutenants; Serves as the Bureau Commander of the Field Operations or Civil Operations Bureau;

Interprets and applies federal, State and local laws, rules and regulations and the decisions of Circuit Court judges on the operations of Baltimore City;

Administers the bureau operating budget, assists in the preparation of the total operating budget, and provides budget testimony before the Baltimore City Board of Estimates;

Acts as a back-up to the Undersheriff in the event of the absence of the Undersheriff and Major;

Completes various reports, forms and logs; May perform the duties of the Deputy Sheriff on an as needed basis;

May supervise other specialty units such as Community Relations, Internal Affairs or Witness Protection;

Performs other related duties.

GENERAL REQUIREMENTS

Education:   High School diploma or G.E.D. certificate acceptable to the Maryland State Board of Education as described in the Maryland Police and Correctional Training and Standards Commission Regulation.

Experience: Specific experience requirements are set by the agency based on the essential job functions assigned to the position.
