NATURE OF WORK

An Election Supervisor II is supervisory work in a local election office. Employees in this classification supervise the work of Election Clerk Supervisor Is, Election Clerks and other support staff and may have additional administrative responsibilities related to the entire office operation.

Employees receive general supervision from an Election Director or Election Deputy Director. The work may require travel to schools, nursing homes or other facilities to attend meetings, register voters, train election officials and voter registration volunteers or provide related services. Employees may be required to work evenings and weekends, particularly prior to and following an election.

The Election Supervisor II is differentiated from the Election Supervisor I in that the Election Supervisor II may have administrative responsibilities related to the entire office operation and may supervise Election Supervisor Is. The Election Supervisor II is differentiated from an Election Deputy Director in that the Election Deputy Director has the authority to act in the stead of the Election Director in the Election Director’s absence.

EXAMPLES OF WORK

Assists the Election Director and the Election Deputy Director in the administration of the office by assisting with budget preparation, reprecincting, office staffing and organization, and developing, revising and implementing office practices and procedures;

Supervises Election Clerks and other support staff engaged in processing and maintaining voter records and applying election laws, rules and procedures to work problems;

Trains Election Clerks and other support staff in the full range of specialized clerical work in a local office; Performs the full range of specialized clerical work in a local election office, as needed;

Coordinates and directs special projects when assigned such as the petition process;

Compiles and maintains statistics;

Answers inquiries regarding election procedures in person, by telephone, by U.S. mail and by electronic mail;

Registers voters at local election office and outside facilities, completes registration forms and assigns voter district and precinct;

Assists the Election Director or Election Deputy Director in reprecincting by obtaining census information, researching appropriate boundary lines and markers, and checking and recommending potential polling locations;

Prepares election calendars;

May recruit election officials needed to staff polling places, organize required training sessions, and implement and revise policies and procedures related to judge recruitment;

May purchase and inventory supplies;

May review reports and summarize information to facilitate review by the Election Director or Election Deputy Director;

May spot check work performed independently for quality control;

Performs other duties as required.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of State election laws, statutes and ordinances;

Knowledge of Maryland State primary and general election procedures for federal, State and municipal elections;

Knowledge of business office practices and procedures;

Skill in word processing, personal computers and other office automation equipment and applicable software applications;

Skill in maintaining accurate and detailed records;

Skill in maintaining workflow despite frequent interruptions and changing priorities;

Ability to communicate effectively and tactfully with the general public, State officials, candidates and co-workers;

Ability to use independent judgment in applying and explaining election laws, rules, and procedures;

Ability to train, and assign and review the work of Election Supervisors, Election Clerks and other designated staff;

Ability to meet time sensitive deadlines and demands.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of experience applying election laws, rules and procedures in a local election office.

Notes:

1. Specialized clerical experience may substitute for the required experience applying election laws, rules and procedures in a local election office at the rate of one year for each six months of the required election office experience. Specialized clerical experience is defined as work in an office which requires reviewing, verifying and interpreting information in order to make determinations and resolve work problems in accordance with policies, regulations, guidelines and procedures.

2. General clerical experience may substitute for the required experience applying election laws, rules and procedures in a local election office at the rate of two years for each six months of the required election office experience. General clerical experience is defined as work performing a variety of clerical duties which are clear-cut and typically found in office settings, such as filing, copying, posting data and directing telephone calls.

3. College courses from an accredited college or university may be substituted for the required experience at the rate of 30 credit hours for one year of experience.

4. Additional experience applying election laws, rules and procedures in a local election office may be substituted for the required education on a year-for-year basis.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

None.

SPECIAL REQUIREMENTS

1. Employees in this classification are required to be registered voters in the State of Maryland in accordance with the Election Law Article, Section 2-207(d).

2. Employees in this classification may not hold or be a candidate for any elective public or political party office or any other office created under the Constitution or laws of this State in accordance with the Election Law Article, Section 2-301(b).
