A Military Airport Firefighter I is the intermediate level of work in airport firefighting and fire rescue work at the 175th Wing, Maryland Air National Guard; Martin State Airport.  Employees in this classification do not supervise other Military Airport Firefighters.

Employees in this classification receive moderate supervision from a Military Airport Firefighter Lieutenant.  Employees may be subject to call-in and required to work a rotating 24-hour shift including weekends and holidays.  Employees work as part of a team of firefighters on the scene of an emergency incident, carrying out firefighting tasks as assigned by a Military Airport Firefighter Lieutenant.  Employees are required to work outdoors in all kinds of weather, are subject to high noise levels from aircraft, may be exposed to extreme heat and fumes, and chemical, biological, radiological and nuclear materials including, but not limited to, military aircraft ammunition, explosives and hazardous waste.  On some assignments, employees wear heavy protective clothing and safety equipment and are expected to lift and carry persons or objects weighing over 100 pounds.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Military Airport Firefighter Provisional, Military Airport Firefighter I and Military Airport Firefighter II are differentiated on the basis of degree of supervisory control exercised by the supervisor over these employees.  The Military Airport Firefighter Provisional learns to perform the duties under close supervision.  The Military Airport Firefighter I performs duties under close supervision at times and under general supervision at other times depending on the complexity of the specific duty being performed.  The Military Airport Firefighter II performs the full range of duties and responsibilities under general supervision.

Responds at the scene of an incident, as part of a firefighting crew, in order to perform firefighting, rescue and other emergency operations as directed by the Military Airport Firefighter Lieutenant or other designated Fire Rescue Officer;

Participates in formal training and certification programs designed to develop the skills, knowledge and abilities necessary for airport fire suppression and protection, rescue operations and emergency medical assistance;

Serves as hose operator to extinguish fires;

Sets up ladders to gain access to aircraft or upper level of buildings and to rescue individuals from emergency scene;

Serves as a crewperson on any piece of firefighting or rescue apparatus;

Assists in fire prevention inspection duties, to include the inspection and maintenance of portable fire extinguishers, in accordance with National Fire Protection Association Standard 10;

Establishes rescue paths;

Administers emergency medical assistance;

Performs fire guard duties and establishes fire lines to prevent unauthorized persons from entering crash/fire areas;

Performs fire alarm communication duties by receiving telephone and radio calls and dispatching vehicles and equipment to an emergency incident;

Participates in fire drills, in-service training exercises and physical fitness programs;

Cleans and maintains apparatus, equipment and living quarters;

Provides assistance to fire departments in surrounding jurisdictions;

May drive and operate pump on all apparatus;

Performs other related duties.

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Eighteen months of experience performing fire suppression and emergency rescue work.  Six months of the above experience must be as a Military Airport Firefighter at the Martin State Airport.

Note: Candidates may substitute one year of U.S. Armed Forces military service experience as a non-commissioned officer in fire protection classifications and specialty codes in the fire protection field of work for one year of the required experience.

1.  Employees in this classification may be assigned duties that require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

2.  Employees in this classification will be required to obtain a United States Air Force Motor Vehicle Operator's card during training.

3.  Employees in this classification that operate vehicles on runways or taxiways are required to successfully complete vehicle training and annual renewals of vehicle operation clearance for the Movement Area of Martin State Airport.

4.  Employees in this classification must possess the following certifications from the National Board on Fire Service Professional Qualifications, International Fire Service Accreditation Congress or the Department of Defense (DOD) program:

5.  Employees in this classification must possess an Emergency Medical Responder (EMR) certification from the Maryland Institute of Emergency Services System (MIEMSS) and/or the National Registry of Emergency Medical Technicians.

6.  Employees in this classification must have the above certifications within 24 months of appointment.  Employees who fail to obtain the above certifications will be subject to disciplinary action up to an including termination.

1. Employees in this classification must have successfully completed Fire Protection Apprentice Specialist course or other equivalent fire protection course.

2. Employees in this classification will be required to obtain a government Secret security clearance.

3. Employees in this classification will be required to pass an annual medical examination and may be required to take the physical fitness test to determine their physical ability to perform the job in accordance with National Fire Protection Standard 1582, Standards on Medical Requirements for Firefighters.  

4. Employees in this classification may be subject to State or federal background investigations.

5. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

7. Employees in this classification are determined to be "Essential Employees" and are required to adhere to all the policies and procedures associated with the designation.

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies.  Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit H, Airport Firefighter classes.  As provided by the State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by the State Personnel and Pensions Article, Section 8-305.

This classification is one level in a Non-Competitive Promotion (NCP) series. NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance level in a classification series.  In order to be non-competitively promoted to the next level in a NCP series, an employee must: 1) perform the main purpose of the class, as defined by the Nature of Work section of the class specification; 2) receive the type of supervision defined in the class specification and 3) meet the minimum qualifications of the classification.
