A Licensing and Registration Technician Lead is the lead level of work in the Department of Natural Resources involving the collection of revenue and information related to the issuance of boat titles and registrations, hunting and fishing licenses and commercial tidal fish licenses. Employees in this classification assign, review and approve the work of and train lower-level Licensing and Registration Technicians.
Employees in this classification receive general supervision from a Licensing and Registration Technician Supervisor, Licensing and Registration Center Manager or other designated administrator. The work is performed at headquarters or field offices.
Positions in this classification are evaluated by using the Classification Job Evaluation Methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
The Licensing and Registration Technician Lead is differentiated from the Licensing and Registration Technician III in that the Licensing and Registration Technician Lead assigns, reviews and approves the work of and trains lower-level Licensing and Registration Technicians while the Licensing and Registration Technician III performs the full range of duties and responsibilities under general supervision. The Licensing and Registration Technician Lead is differentiated from the Licensing and Registration Technician Supervisor in that the Licensing and Registration Technician Supervisor has supervisory responsibility for lower-level Licensing and Registration Technicians.
Assigns, reviews and approves the work of lower-level Licensing and Registration Technicians;
Trains lower-level Licensing and Registration Technicians;
Assists higher-level licensing and registration staff in planning and scheduling the activities of a Licensing and Registration team or center;
Interprets pertinent laws, rules, regulations and policies for lower-level licensing and registration staff;
Implements methods and procedures for the control and processing of transactions, maintenance of records and accounts, and preparation of reports;
Examines and analyzes applications and supporting documents to check for legal sufficiency and determine appropriate actions;
Verifies an individual’s eligibility for hunting and fishing licenses including commercial tidal fish licenses;
Issues official documents, such as hunting and fishing licenses and permits, and certificates of title and registrations for vessels;
Determines the values of boats from established valuation guides to compute the excise tax obligation;
Confers with out-of-state licensing and registration offices to verify ownership of vessels;
Calculates and collects required fees for hunting and fishing licenses and permits and for boat registrations and certificates of title, which may include excise taxes, penalties and interest;
Answers inquiries from the general public about licensing, registration and certification regulations and procedures and associated programs and activities and provides related customer services;
Recruits private businesses to act as licensing and registration agents for the State;
Instructs private businesses acting as licensing and registration agents on their legal and procedural responsibilities for conducting transactions such as selling hunting and fishing licenses, issuing boat numbers and temporary registrations and certificates of title, and collecting, transmitting and accounting for required fees;
Oversees the reconciliation of fees collected during daily transactions and the preparation of daily bank deposits;
Oversees the collection, verification and reconciliation of revenues generated by agents’ and boat dealers’ transactions;
Monitors the verification of close-outs of licensing and registration agents and boat dealers inventory of licenses, permits, registrations, temporary titles and boat numbers;
Advises lower-level Licensing and Registration Technicians on procedures and methods for handling shortages and overages;
Verifies and approves applications for mechanics’ liens;
Recommends to the Licensing and Registration Center Manager that actions such as license revocation, financial audit, contract cancellation or investigation for civil or criminal violations be initiated;
Creates records for inquiries by law enforcement agencies;
May handle complaints from customers;
May recommend the waiver of certain licensing and registration fees in special circumstances;
Performs other related duties.
Knowledge of the laws governing the Department of Natural Resources and departmental rules, policies and procedures associated with titling and registering vessels, issuing commercial fishing licenses and permits, and issuing recreational hunting and fishing licenses and permits;
Ability to assign, review and approve the work of lower-level Licensing and Registration Technicians; Ability to train lower-level Licensing and Registration Technicians;
Ability to interpret and apply all laws and policies applicable to titling and registering boats and to issuing fishing and hunting licenses and permits;
Ability to calculate fees for licenses, permits, boat registrations and certificates of title;
Ability to use office equipment, including point-of-sale computers, personal computers, video display terminals, printers, data entry equipment and typewriters;
Ability to communicate and work effectively with co-workers, employees of businesses acting as agents of the State, and the general public,
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Three years of experience involving titling and registering boats and issuing hunting and fishing licenses and permits.

1. Candidates may substitute additional experience involving titling and registering boats and issuing hunting and fishing licenses and permits on a year-for-year basis for the required education.
2. Candidates may substitute experience related to the issuance of titles, registrations, licenses, or certifications required by local, State, or federal regulations on a year-for-year basis for the required experience.
3. Candidates may substitute education at an accredited college or university in a business related field at the rate of thirty credit hours for each year of required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Compliance Inspection and Support classifications or Compliance Inspection and Support specialty codes in the Inspection, Investigation, Enforcement, and Compliance field of work on a year-for-year basis for the required experience.
Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.
This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is assigned to Bargaining Unit B, Administrative, Technical and Clerical classes. As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
Employees in this classification are eligible to receive overtime compensation. An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by State Personnel and Pensions Article, Section 8-305.
