NATURE OF WORK

A Licensing and Registration Center Manager is the managerial level of work responsible for a Department of Natural Resources Service Center facility and a regional office team of Licensing and Registration Technician Supervisors and Licensing and Registration Technicians.  Employees in this classification directly supervise Licensing and Registration Technician Supervisors and through them lower-level Licensing and Registration Technicians.

Employees in this classification receive general supervision from a designated administrator.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Licensing and Registration Center Manager is differentiated from the Licensing and Registration Technician Supervisor in that the Licensing and Registration Center Manager has managerial responsibility for the operation and staff of a Department of Natural Resources regional service center while the Licensing and Registration Technician Supervisor has supervisory responsibility for lower-level Licensing and Registration Technicians.

EXAMPLES OF WORK

Plans, directs and evaluates the activities of a licensing and registration unit in a regional Department of Natural Resources Service Center;

Supervises Licensing and Registration Technician Supervisors and lower-level Licensing and Registration Technicians;

Trains Licensing and Registration Technician Supervisors;

Interprets licensing, registration and certification regulations, rules, policies and procedures for center staff, members of the general public, special interest groups and businesses;

Develops, prepares and administers an annual facilities management budget for a Department of Natural Resources regional service center;

Develops and implements procedures for the control and processing of licensing and registration transactions, maintenance of records and accounts, and preparation of correspondence and reports;

Establishes and maintains effective working relationships with other State agencies occupying the regional multi-service center;

Plans for, develops and coordinates facility management, space allocation, availability of equipment, parking, telecommunications, security, risk management, office layout, housekeeping and maintenance with building management and managers of other units located in the service center;

Implements and ensures staff compliance to departmental policies;

Answers inquiries and complaints about departmental regulations, rules, policies and procedures, programs and activities, and provides related customer services;

Recruits private businesses to act as licensing and registration agents for the State and instructs them in their legal and procedural responsibilities for conducting hunting, fishing and boating transactions;

Markets and promotes departmental programs and projects within the regional area at trade shows and in meetings with special interest groups;

Approves the waiver of certain licensing and registration fees in special circumstances;

Initiates procedures for auditing and taking disciplinary actions against boat dealers and sports licenses agents for contract noncompliance;

Cooperates with law enforcement agents conducting investigations and provides evidence and testimony in courts of law;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the laws governing the Department of Natural Resources and departmental rules, policies and procedures associated with issuing titles and registering vessels, issuing commercial fishing licenses, and issuing recreational hunting and fishing licenses and permits;

Ability to supervise Licensing and Registration Technician Supervisors and Licensing and Registration Technicians;

Ability to interpret and apply all laws and policies applicable to titling and registering boats and to issuing fishing and hunting licenses and permits;

Ability to market and promote licensing and registration related programs;

Ability to recruit, instruct and monitor businesses acting as licensing and registration agents for the State;

Ability to use office equipment, including point-of-sale computers, personal computers, video display terminals, printers and data entry equipment and typewriters;

Ability to communicate and work effectively with co-workers, employees of businesses acting as agents of the State, and the general public.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of supervisory experience involving titling and registering boats and issuing hunting and fishing licenses and permits.

Notes:

1. Candidates may substitute additional experience related to the issuance of legally regulated titles, registrations, licenses, permits, or certifications on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Compliance Inspection and Support classifications or Compliance Inspection and Support specialty codes in the Inspection, Investigation, Enforcement, and Compliance field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit as indicated by the designation of S (supervisor), M (manager), T (agency head), U (Board or Commission member), W (student), X (excluded by agency), or Z (confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and therefore, all positions in those agencies are excluded form collective bargaining.
