NATURE OF WORK

A Maryland Department of Labor (MDL) Computer Network Specialist Manager is the managerial level of work planning, integrating and maintaining software and hardware for local or wide area computer networks to include operating systems software and network communications software at the Maryland Department of Labor.  Employees in this classification supervise MDL Computer Network Specialist Supervisors.

Employees in this classification receive managerial supervision from a director of data processing services or other administrator.

Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The MDL Computer Network Specialist Manager is differentiated from the MDL Computer Network Specialist Supervisor in that the MDL Computer Network Specialist Manager has supervisory responsibility for MDL Computer Network Specialist Supervisors while the MDL Computer Network Specialist Supervisor has supervisory responsibility for lower-level MDL Computer Network Specialists.

EXAMPLES OF WORK

Directs and administers the planning, integration and maintenance of software and hardware for local or wide area computer network activities of an agency in accordance with applicable laws, rules, regulations, policies and procedures;

Plans, coordinates, supervises and evaluates the work of MDL Computer Network Specialist Supervisors;

Develops, implements and manages training programs for network staff and users;

Reviews requests for local or wide area computer network software and hardware services, consults with network users to clarify objectives and determines the feasibility of the requested services;

Prioritizes local or wide area computer network software and hardware projects, determines staffing requirements, develops work plans and deadlines, monitors the progress of projects and approves completed projects;

Prepares requests for proposals for contractual local or wide area computer network services, software and hardware and evaluates proposals and oversees the execution of contracts;

Plans and manages communications links between local or wide area computer networks and mainframe computers;

Meets with upper-level management, network users, other data processing managers and vendors to discuss and resolve network issues and problems;

Prepares statistical and narrative reports of network activities and special projects;

Analyzes and evaluates network software and hardware and recommends the replacement of obsolete items with new technology with greater capacity, versatility and efficiency;

Supplies information for the departmental information processing plan and budget;

Reviews journals, catalogues and other technical literature and attends workshops, seminars and trade shows to keep abreast of the latest developments in computer network technology;

May supervise systems analysts and applications programmers in the design, development, testing, implementation and maintenance of application systems and programs for the network;

May plan, direct and administer network hardware, such as printers, scanners or other networked devices and office automation activities of an agency;

Performs other related duties.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102 Annotated Code of Maryland, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
