NATURE OF WORK

A Maryland Department of Labor (MDL) Information Technology (IT) Assistant Director III is the supervisory or managerial level of work directing and coordinating two or more areas of information technology activity at the Maryland Department of Labor. These work areas include systems analysis and programming, technical support, data base management, quality assurance, networks, information services, technical staff support or computer operations.  Employees in this classification directly supervise information technology staff or manage staff through subordinate supervisors or managers.

Employees in this classification receive managerial supervision from an IT Director or higher-level MDL IT Assistant Director.

Position allocation in the MDL IT Assistant Director classification series is determined on the basis of relative job evaluation among similarly functioning positions.  The job evaluation factors include: qualifications; nature and purpose of personal contacts; nature of recommendations, commitments, decisions and conclusions; creative thought; responsibility for planning; responsibility for administration; and nature of supervision received.

EXAMPLES OF WORK

Directs and coordinates the activities and staff of two or more areas of information technology work including: systems analysis and programming, technical support, data base management, quality assurance, networks, information services, technical staff support or computer operations of an agency or organization in accordance with applicable laws, rules, regulations, policies and procedures;

Meets with upper-level management, vendors, users and other information technology administrators to discuss and resolve computer information systems issues;

Reviews, evaluates and determines feasibility of requests for computer information system services;

Collaborates in the development, testing and implementation of computer information systems and services;

Develops, implements and manages new and revised policies, procedures and standards;

Prioritizes projects, determines staffing requirements, develops work plans and deadlines, monitors the progress of projects and approves completed projects for technical accuracy, completeness and adherence to established policies, procedures and standards;

Supplies information for the departmental information technology master plan and budget;

Prepares statistical and narrative reports of computer information services, activities and special projects;

Develops, implements and manages standards and procedures to ensure data security and integrity and to facilitate disaster recovery;

Prepares requests for proposals for computer information systems hardware, software and services;

Develops, implements and manages training programs for staff;

Reviews journals, catalogues and other technical literature and attends workshops, seminars and trade shows to keep abreast of the latest developments in computer information systems issues;

May review and evaluate bid proposals for computer information systems and services and may make recommendations for the purchase of new computer hardware and software or the enhancement of existing equipment, systems and services;

May contact similar information technology organizations in other agencies or in other states to formulate standards for the authorized exchange of records and information;

Perform other related duties.

This is a Management Service classification in the State Personnel Management System.  All positions in this classification are Management Service positions.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102 Annotated Code of Maryland, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
