A Maryland Department of Labor (MDL) Information Technology (IT) Programmer Analyst Manager is the managerial level of work designing, developing, testing, implementing and maintaining applications and programs using generally accepted computer programming languages or other developmental tools at the Maryland Department of Labor. Employees in this classification supervise MDL IT Programmer Analyst Supervisors.
Employees in this classification receive managerial supervision from a director of data processing services or other data processing administrator. Employees may be required to work evenings, weekends and holidays and may be subject to call-in.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the classification specification.
The MDL IT Programmer Analyst Manager is differentiated from the MDL IT Programmer Analyst Supervisor in that the MDL IT Programmer Analyst Manager has supervisory responsibility for MDL IT Programmer Analyst Supervisors while the MDL IT Programmer Analyst Supervisor has supervisory responsibility for lower-level MDL IT Programmer Analysts or IT Programmers.
Plans, directs and administers applications and programming activities of an agency or data center in accordance with applicable laws, rules, regulations, policies and procedures;
Plans, coordinates, supervises and evaluates the work of MDL IT Programmer Analyst Supervisors and related support staff;
Develops, implements and manages new and revised applications and programming policies, procedures and standards;
Develops, implements and manages disaster recovery procedures;
Develops, implements and manages training programs for applications and programming staff;
Reviews requests for applications and programming services, consults with users to clarify objectives and determines the feasibility of the requested services;
Prioritizes applications and programming projects, determines staffing requirements, develops work plans and deadlines and monitors the progress of projects;
Approves completed applications and programming projects for correctness, completeness and adherence to established policies, procedures and standards;
Prepares or oversees the preparation of requests for proposals for contractual applications and programming software and services, evaluates the proposals and oversees the delivery of services;
Meets with upper-level management, users, technical support staff, computer operations staff and vendors to discuss and resolve applications and programming problems and issues;
Prepares statistical and narrative reports of routine applications and programming activities and special projects;
Supplies information for the departmental information technology master plan and budget;
Participates in the testing of new computer hardware operating systems and applications and develops and implements new or revised applications and programming procedures as required;
Reviews journals, catalogues and other technical literature and attends workshops, seminars, and trade shows to keep abreast of the latest developments in applications and programming technology;
Performs other related duties.

This is a Management Service classification in the State Personnel Management System. All positions in this classification are Management Service positions.
This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102 Annotated Code of Maryland, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
