A Maryland Department of Labor (MDL) Webmaster I is the intermediate level of work designing, developing, implementing and maintaining the agency’s web site at the Maryland Department of Labor. Employees in this classification do not supervise other positions, but may provide advice and guidance to agency employees on the use of the Internet, Intranet and web site.
Employees in this classification receive moderate supervision from a MDL Webmaster Supervisor or designated administrator. Employees may be required to work evenings, weekends and holidays.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
The MDL Webmaster I and MDL Webmaster II are differentiated on the basis of degree of supervisory control exercised by the supervisor over these employees. The MDL Webmaster I performs duties under close supervision at times and under general supervision at other times depending on the complexity of the specific duty being performed. The MDL Webmaster II performs the full range of duties and responsibilities under general supervision.
Designs, develops, implements and maintains a web site;
Creates web pages by converting existing word processing, spreadsheet, database or graphic files, formatting new documents or entering information into web-authoring software;
Edits web page code created by automatic conversion of other documents, in order to correct mistakes made in conversion, using web editing software;
Assists other Information Technology staff in development and maintenance of web based projects application interfaces;
Develops and maintains style sheets, graphical content and layouts that are used on multiple web pages and sites;
Converts text to HTML format;
Creates and refines graphics for web pages from clipart, digital images or screen captures using graphics tools and converts those graphics into the correct format for web pages;
Creates and checks links to other content in web documents using web authoring tools;
Recommends web site policies, standards, controls and practices to be followed by users of the Internet, Intranet and web site;
Develops the contents of web pages and edits existing documents into the appropriate format for Internet and Intranet presentations;
Designs page layouts and graphics for the web site;
Creates directories or folders on web sites and uploads web files to correct destination using server management or other file transfer methods;
Recommends upgrades to hardware and software in order to improve the efficiency and effectiveness of the web site;
Optimizes the web architecture for navigability by web browsers;
Links agency web pages to web sites of other agencies in order to increase the scope of available information;
Locates and installs tools to create web content, structure and presentation and to check for consistency;
Diagnoses and corrects problems that arise on the web site;
Updates web site information as required; Complies with relevant State and industry standards in the creation of web sites;
May create user-input forms and output files to collect information from on-line web users;
May conduct training on the application and use of the Internet and Intranet web sites;
Performs other related duties.
Knowledge of web development languages such as HTML, XML, Java, Visual Basic and other development and programming tools;
Knowledge of web development applications and web page authoring, publishing, composition, editing, imaging, conversion and graphic manipulation software;
Knowledge of the structure, conventions, functions and capabilities of the Internet;
Knowledge of server operating systems such as Windows, UNIX, Linux or other web-enabled operating systems;
Skill in the access and retrieval of data across multiple platforms using Relational Database technology and various querying and reporting tools;
Skill in configuring Internet, Intranet and web site associated software for efficient and effective web page presentation and performance;
Skill in the use of personal computers and related software;
Ability to design, implement and maintain an agency’s web site;
Ability to use software for web site authoring and maintenance;
Ability to communicate effectively;
Ability to establish and maintain effective working relationships with network users, agency staff, vendor representatives, technical programming staff and the general public.
Education: An Associate of Arts degree from an accredited college or university in Web Development, Computer Information Technology, Management Information Systems or other information technology related field to include course work in web page design, development and programming.
Experience: Six months of experience in web page design, development and programming.
Notes:
1. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and an additional eighteen months of experience using software which converts other documents into web pages; or using web page developmental software; or writing HTML code; or converting data from project specifications by preparing program code using computer programming languages; or evaluating, implementing and maintaining computer hardware and software; or operating, manipulating, and controlling computer systems for the required education.
2. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and completion of an approved certification program for Web Professionals sufficient to provide the necessary skills to build and manage an organization’s web site and to coordinate with inside and outside resources to accomplish that organization’s web goals for the required education.
3. Candidates may substitute additional experience in web page design, development and programming on a year-for-year basis for a high school education.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Cyber and Information Systems classifications or Cyber and Information Systems specialty codes in the Information Technology field of work on a year-for-year basis for the required education.
Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.
This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is assigned to Bargaining Unit G- Engineering, Scientific and Administrative Professionals classes. As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
This classification is one level in a Non-Competitive Promotion (NCP) series. NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance levels in a classification series. In order to be non-competitively promoted to the next level in a NCP series an employee must: 1) perform the main purpose of the class as defined in the Nature of Work section of the class specification; 2) receive the type of supervision defined in the class specification, and 3) meet the minimum qualifications of the classification.
