A Program Administrator II Developmental Disabilities is a managerial level of work in the Maryland Department of Health in a local health department, residential facility or headquarters administration. Employees in this classification direct a major programmatic unit providing developmental disabilities services to a specified population group. Employees in this classification exercise general direction over all of the technical, professional and clerical employees assigned to the program.
Employees in this classification receive managerial direction from a designated higher level administrator.
Program position allocation for positions in the Program Administrator series is determined on the basis of relative job evaluation among similarly functioning positions. The job evaluation factors include: qualifications; nature and purpose of personal contacts; nature of recommendations, commitments, decisions, and conclusions; creative thought; managerial planning; responsibility for administration; and nature of supervision received.
Directs the activities of a Developmental Disabilities program within the Maryland Department of Health;
Plans, organizes and supervises the work of assigned subordinate personnel;
Reviews and assists in the development of departmental policies and programs;
Makes recommendations concerning new or revised legislation affecting the program;
Promotes the work of the department through frequent contact with interested groups and individuals;
Represents the department in a liaison capacity with officials of other agencies concerning administrative activities;
Develops and implements rules, regulations, standards and controls for carrying out the work of the Developmental Disabilities program;
Supervises the preparation of the budget for the Developmental Disabilities program;
Performs other related duties.
Knowledge, applicable to the area of Developmental Disabilities;
Knowledge of modern treatment and rehabilitation techniques;
Knowledge of the types of treatment and rehabilitation programs available in the State of Maryland;
Knowledge of agencies, facilities and community organizations providing developmental disabilities services to individuals;
Knowledge of the principles, practices and procedures of program planning;
Knowledge of the principles, practices and procedures of business and public administration;
Knowledge of modern office management methods;
Knowledge of organizational structures, staffing patterns and administrative controls;
Knowledge of the principles and practices of governmental accounting, budgeting and public personnel administration;
Knowledge of public relations;
Ability to plan, organize and direct the work of others;
Ability to develop and install administrative procedures and to evaluate their efficiency and effectiveness;
Ability to present recommendations clearly and concisely;
Ability to exercise judgment and discretion in applying and interpreting departmental policies and procedures;
Ability to establish and maintain harmonious working relationships with other administrative officials and the general public;
Ability to exercise initiative, imagination and sound judgment in making decisions conforming to laws, rules, regulations and policies.
Education: A Bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.
Experience: Six years professional experience in health services, three years must have been in Developmental Disabilities professional work related to treatment and development of developmentally disabled clients and three years must have been at the managerial or supervisory level.
Notes:
1. Candidates may substitute the possession of a Master’s degree or a Doctorate degree in a health or human services field from an accredited college or university for up to two years of the required general experience.
2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field plus an additional year of professional experience in health services for the required education.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
