NATURE OF WORK

A State Park Ranger Assistant Manager is one of three levels of work managing programs of the state park system.  Employees in this classification manage the work of staff in one or more areas of park operations: visitor services, resource development and protection, facility, recreation, interpretive services, property management, collection and processing of park system revenue, concessions, and maintenance.  Employees in this classification directly supervise one or more of the classifications of State Park Ranger Supervisors, Maintenance Chiefs, Maintenance Supervisors, State Park Ranger Supervisors and others positions that supervise park staff.

Employees in this classification receive managerial supervision from a State Park Ranger Manager II.  Employees may be subject to call-in, and may be required to work rotating shifts, weekends, holidays and to work outdoors in all kinds of weather.  The work may require lifting objects weighing twenty-five pounds or more.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The State Park Ranger Assistant Managers is differentiated from the State Park Ranger Supervisor in that the State Park Ranger Assistant Manager has managerial responsibility for the work of staff in one or more areas of park operations while the State Park Ranger Supervisor has supervisory responsibility for the operation of a small park facility and supervises the work of staff in all areas of park operations.  The State Park Ranger Assistant Manager is differentiated from State Park Ranger Manager I and State Park Ranger Manager II in that State Park Ranger Managers have managerial responsibility for all operations within a park.

EXAMPLES OF WORK

Manages, through subordinate supervisors, one or more areas of park system operations such as park visitor services, resource development and protection, facility, recreation, interpretative services, property management, collection and processing of park system revenue, concessions and maintenance;

Implements and schedules staff work plans and performance objectives;

Monitors the budget in order to authorize expenditures;

Implements and schedules staff work plans and performance objectives;

Develops and implements new or revised park system policies and programs;

Develops objectives for projects and programs implemented in the park system and monitors implementation;

Counsels staff and initiates disciplinary actions when necessary;

Reviews and approves time cards and leave records for park system personnel;

Recommends to capital program planners proposals for the development or expansion of the park system;

Prepares contracts for construction, maintenance or repair projects;

Leases crop land and rental houses located in the park system;

Prepares required administrative reports of park system activities;

Represents the park system at public meetings in the park community;

Receives and responds to complaints from visitors concerning park system personnel;

Performs the duties of lower-level staff as necessary;

Coordinates with law enforcement and other public safety agencies concerning public safety, resource protection, law enforcement and on-site emergency response to natural, environmental or man-made emergencies;

Coordinates with other units of the Maryland Department of Natural Resources concerning fisheries, wildlife, forestry or environmental programs;

May prepare the park’s budget;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of Maryland Department of Natural Resources Park rules, regulations, policies and objectives;

Knowledge of the principles of personnel management;

Knowledge of the principles of supervision;

Knowledge of the principles of budgeting;

Knowledge of the methods of park operations, interpretation and maintenance;

Knowledge of the principles of ecosystem management;

Knowledge of the principles of resource-based recreation, development and management;

Knowledge of the principles of interpretation; Knowledge of the principles of hospitality and tourism;

Knowledge of the historical, environmental and cultural aspects of Maryland’s state park system;

Ability to communicate effectively;

Ability to plan, organize and carry through maintenance or construction projects;

Ability to enforce State and departmental rules, regulations, policies and procedures.

MINIMUM QUALIFICATIONS

Experience: Seven years of experience supervising personnel engaged in park or forest operations work.

Notes:

1. Candidates may substitute additional experience in park or forest operations work at the rate of two years for each year of supervisory experience for up to two years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree in forestry, forest management, natural resources management, parks and recreation, business management, education, history or a related natural science from an accredited college or university and three years of experience supervising personnel engaged in park or forest operations work for the required experience.

3. Candidates may substitute the possession of a Master’s degree from an accredited college or university in forestry, forestry management, nature resources management, parks and recreation, business administration, education, history or a related natural resources field for five years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in management and program clerical and assistance classification or management and program clerical and assistance specialty codes in the general, administrative, clerical, and office services field of work on a year-for-year basis for the required experience and education, three years of which must have been in a supervisory capacity.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees in this classification are subject to call-in 24 hours a day.

2. Employees in this classification may be subject to assignment in any county of the State. Upon permanent appointment, the employee may be required to reside in the county or region assigned.

3. Employees in this classification must be trained in First Responder Training or other equivalent first aid training.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
