A Capital Projects Engineer Civil-Geotechnical is the expert level of work for Registered Professional Engineering positions performing in the respective disciplines and specialties associated with the construction of buildings. Employees in this classification functions as a specialty expert on a team of registered professionals concerned with the design of complex State structures or facilities. On specific projects, employees may direct and review the technical work of less-experienced specialty Engineers, as well as the work of drafters and other technical support personnel. Employees in this classification do not supervise other positions.
Employees in this classification receive general supervision from a Capital Projects Manager, Capital Projects Assistant Manager, or other higher-level official. Work is evaluated upon the basis of the employee's demonstrated mastery of established engineering principles in a specialty area, the ability to develop innovative applications when faced with an unfamiliar problem, and the ability to meet deadlines and work within existing administrative policies and procedures.
Positions in this classification are evaluated using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the classification specification.
Plans and designs major, complex geotechnical engineering projects, such as foundations, access roads, utilities, dams, and a diversity of support facilities for building construction;
Conducts investigations of soil conditions, sub-surface geological conditions, and sub-surface water conditions at proposed building sites;
Determines load-bearing capacity, compaction capabilities, and other characteristics of soils at the proposed sites;
Recommends the most feasible building sites from a geotechnical perspective;
Designs and supervises the contractor construction of site excavations;
Develops geotechnical engineering solutions to the problems arising from the use of land;
Plans and designs major and complex engineering projects associated with building construction in a particular engineering specialty;
Reviews design criteria and contract documents prepared by consultants as they relate to an engineering specialty;
Endorses approved design documents as a personal certification of technical efficacy within an engineering specialty;
May supervise, as appropriate, sub-professional technical personnel in the conduct of all assigned engineering projects;
Prepares estimates on in-house projects and reviews and evaluates estimates prepared by assigned consultants;
Estimates material and labor costs;
Writes project specifications;
Performs other related duties.
Knowledge of the principles and practices of geotechnical, materials, and soils engineering related to building construction;
Knowledge of the principles and practices of civil engineering related to building construction;
Knowledge of engineering principles and problems involved in sanitary engineering, utility engineering, surveying, structural design, earthwork, construction, and soil mechanics;
Knowledge of geotechnical construction materials and specifications; Knowledge of field inspection techniques as related to the geotechnical aspects of building construction;
Ability to plan and design major, complex geotechnical engineering projects;
Ability to review design criteria and contract documents prepared by consultant engineers;
Ability to plan activities of a broad technical nature;
Ability to prepare contractual specifications;
Ability to review and prepare cost and time estimates for engineering projects;
Ability to prepare and present, clearly and concisely detailed reports and effective recommendations on geotechnical problems;
Ability to provide advice and guidance to sub-professional technical personnel.
Experience: One year of experience as a registered Professional Engineer, responsible for the design and/or review for technical efficacy of engineering systems for building construction appropriate to the option for which application is made, is required.
Notes:
1. Professional Engineer registration requirements are established under the provisions of the Business Occupations Article, Title 14. Professional Engineers, Annotated Code of Maryland. The Secretary of Budget and Management cannot accept any substitutions.
2. Candidates may substitute five years of engineering experience, responsible for the design and review for technical efficacy of engineering systems for building construction - appropriate to the option for which application is made -on major or complex State projects for the required experience only after the applicant has obtained registration as a Professional Engineer.
3. Employees in this classification who are registered as Professional Engineers in other states must be registered, within six months of appointment, by the State of Maryland.

This is a Professional Service classification in the State Personnel Management System. All positions in this classification are Professional Service positions. Some positions in Professional Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is assigned to Bargaining Unit G, Engineering, Scientific and Administrative Professionals classes. As provided by the State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
