This is responsible administrative work directing and coordinating a human service program of limited scope or assisting in the direction and coordination of a more complex program. The employee in this classification exercises considerable independent judgment in the interpretation and application of laws, procedures and regulations in connection with various phases of the administrative process. The work requires that the employees assist in the formulation of departmental policies. The employee devises and installs work procedures and administrative controls, and assists and guides the staff in overall planning of the activities of the program and reviews the operating efficiency of the program. Public contacts required of the employee are wide, varied and frequently at high levels.
The employee in this classification receives administrative direction from the director of the department and/or from a designated higher level-administrator. Work effectiveness is evaluated through conferences and reports in terms of the achievement of program goals. The employee exercises general direction over all of the technical, professional and clerical employees assigned to the program. The four years of specialized experience must have been in a supervisory, administrative or consultative capacity in Support Enforcement Programs.
Directs or assists in the direction of the activities of an assigned human service program;
Plans, organizes and supervises the work of assigned subordinate personnel;
Reviews and assists in the development of departmental policies and programs;
Makes recommendations to the director of the department concerning new or revised legislation affecting the department;
Promotes the work of the department through frequent contact with interested groups and individuals;
Represents the department in a liaison capacity with officials of other agencies concerning administrative activities;
Develops and implements rules, regulations, standards and controls for carrying out the work of the assigned program;
Supervises the preparation of the budget for the assigned program: Performs other related duties.
Education: Possession of a bachelor’s degree from an accredited four-year college or university.
Experience: Six years of experience in administrative, professional or technical work, one year of which must have involved supervision of other employees or exercising responsibility for program development. Four years of this experience must have been in a human service program closely related to the option for which application is submitted.
Notes:
1. Applicants may substitute education at the graduate level at an accredited college or university in a field closely related to the specified option at the rate of 30 semester hours per year for a maximum of two years of the required general experience.
2. Experience in professional or technical work closely related to the option for which application is submitted may be substituted on a year-for-year basis for the required four years of college education.
