A Lottery Regional Manager is the supervisory level of work in selling and merchandising to retailers for the State Lottery and Gaming Control Agency. Employees in this classification are responsible for all sales activity in a designated region of the State. Employees in this classification supervise lower-level Lottery Representatives.
Employees in this classification receive general supervision from an administrative supervisor or designated supervisory personnel. The work may require travel throughout the State or a region in the State to oversee Lottery sales activities.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
The Lottery Regional Manager and Lottery Representative III are differentiated on the basis of supervisory responsibility. The Lottery Regional Manager is responsible for all sales activity in a designated region of the State and has supervisory responsibility for lower-level Lottery Representatives while the Lottery Representative III serves as an assistant to a Lottery Regional Manager or is assigned full responsibility for the service of chain store corporations whose retail outlets are agents of the State Lottery and Gaming Control Agency.
Manages Lottery sales activities in an assigned region and supervises Lottery Representatives assigned to the region;
Administers and manages statewide sales distribution of corporate and special accounts, such as chain stores and veterans’ organizations, to promote and market the sales of new games and lottery promotional activities;
Coordinates sales distribution through establishment of sales districts, quotas and goals;
Conducts inspections of the facilities of new and change of ownership lottery retail sales applicants and existing retail agents for compliance with the Americans With Disabilities Act (ADA) and conducts follow-up inspections as required;
Participates in the design and promotion of new lottery game activities to increase lottery sales and revenues;
Assesses the status and condition of lottery vending machines to ensure machines and their components are operational, are capable of dispensing the maximum number of instant lottery tickets that are available, and that these machines are visible in order to maximize sales;
Evaluates agent sales and assists agents by developing training programs and sales promotions;
Reviews market analyses to determine customer needs and volume potential and develops sales campaigns to meet Lottery goals;
Represents the State Lottery and Gaming Control Agency at meetings of public and private groups and associations to promote sales;
May analyze sales statistics to assist management in policy formulation;
Performs other related duties.
Knowledge of the principles of supervision;
Skill in interpreting and applying the principles, techniques and practices of selling and merchandising to retailers;
Skill in interpreting and applying the principles and practices used in managing and supervising the work of field sales personnel;
Ability to conduct inspection of retail sales facilities for compliance with State and federal regulations;
Ability to plan ahead and make assignments, which result in coordinated action and the completion of individual tasks according to established priorities;
Ability to maintain necessary records and prepare required reports and correspondence;
Ability to participate in the design and promotion of lottery games and sales;
Ability to communicate effectively with State Lottery and Gaming Control Agency staff, public and private groups and associations in order to promote sales;
Ability to analyze sales problems and formulate solutions to them;
Ability to train lower-level Lottery Representatives;
Ability to plan and direct the activities of subordinate employees and instruct them in their duties and responsibilities.
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of experience selling or marketing a consumer product from a wholesaler or manufacturer to retail outlets for resale to consumers.
Notes:
1. Candidates may substitute the possession of a Bachelor’s degree in Marketing or Business Administration with a concentration in Marketing for two years of the required experience.
2. Candidates may substitute additional experience on a year-for-year basis for the required education.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit as indicated by the designation of S (supervisor), M (manager), T (agency head), U (Board or Commission member), W (student), X (excluded by agency), or Z (confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and therefore, all positions in those agencies are excluded form collective bargaining.
