A Hydrographic Engineering Associate I is the intermediate level of sub-professional technical work in the field of engineering, hydrography, surveying and marine construction. Employees in this classification serves as a members of a survey parties engaged in examining shoreline and submerged bottoms of the Chesapeake Bay, its tributaries, and other Maryland waters. Employees in this classification may conduct surveys from vessels for the purpose of delineating and marking classified bottoms. Employees in this classification make, fix and develop charts and maps of the shorelines and water areas, and may require assistance in the placement and relocation of buoys and shore erosion control devices. Employees in this classification do not supervise other positions.
Employees in this classification receive moderate supervision of a higher-level Hydrographic Engineering Associate or Engineer. The work is subject to check while in progress and review upon completion.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
The Hydrographic Engineering Associate I is differentiated from the Hydrographic Engineering Associate II in that the Hydrographic Engineering Associate I performs the duties under close supervision at times and under general supervision at other times depending on the complexity of the specific duty being performed. The Hydrographic Engineering Associate II performs the full range of duties and responsibilities under general supervision.
Assists in the surveying of submerged bottoms, shorelines and coastal areas of the Chesapeake Bay and other Maryland waters;
Assists in the positioning of buoys and other hydrographic boundary markings;
Performs as a crewmember of a survey team by acting as a recorder, chain person, rod person, etc.;
Reduces field notes, performs simple computations and plots field data;
Operates small watercraft from which overwater surveying work is conducted;
Performs simple tracing and drafting studies in the field;
Performs other related duties.
Knowledge of the principles and methods used in surveying and mapping;
Knowledge of the functions of the engineering transit and level;
Knowledge of algebra, geometry and trigonometry;
Ability to draft and use surveying instruments;
Ability to make field notes and computations;
Ability to establish control points for linear measurements;
Ability to operate small watercraft;
Ability to work harmoniously with others;
Ability to engage in continuous active field work requiring physical stamina.
Education: Graduation from an accredited high school or possession of a high school equivalency certificate including at least four courses in mathematics and/or science
Experience: Three years of experience involving any combination of hydrography, engineering, surveying, or construction inspection work.
Notes:
1. Candidates may substitute credit hours in the field of engineering, geology, physics, oceanography, or mathematics (excluding basic, required courses) from an accredited college or university, at the rate of 15 semester hours for one year, for up two years of the required experience.
2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Civil Engineering classifications or Civil Engineering or Quarrying Specialist specialty codes in the hydrographic engineering field of work on a year-for-year basis for the required experience.
Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.
This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is assigned to Bargaining Unit B- Administrative, Technical and Clerical classes. As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
Employees in this classification are eligible to receive overtime compensation. An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by State Personnel and Pensions Article, Section 8-305.
This classification is one level in a Non-Competitive Promotion (NCP) series. NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance levels in a classification series. In order to be non-competitively promoted to the next level in a NCP series an employee must: 1) perform the main purpose of the class as defined in the Nature of Work section of the class specification; 2) receive the type of supervision defined in the class specification, and 3) meet the minimum qualifications of the classification.
