A Veterans Cemetery Supervisor is the supervisory level of work in the care, beautification and maintenance of State cemetery grounds. Employees in this classification supervise Veterans Cemetery Caretakers, Veteran Cemetery Equipment Operators and lower-level grounds and buildings maintenance workers.
Employees in this classification receive general supervision from a Veterans Cemetery Superintendent or other administrator. Employees may be subject to call-in on a 24 hour basis. Employees may be assigned to shifts to include weekends and holidays. Employees may be subject to limited time restrictions for completion of duties, especially when preparing for scheduled events, such as Memorial Day, Fourth of July and Veterans Day memorial services. Employees will occasionally interact with and assist veterans, veterans’ family members and the general public during their visits to the cemetery grounds. The work may require the use of protective equipment, such as goggles and ear protection when operating machinery and power tools, and back braces, safety shoes and gloves when performing grounds duties.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
Supervises and evaluates the work of Veterans Cemetery Caretakers, Veterans Cemetery Equipment Operators and other grounds and buildings maintenance workers performing manual duties in interment operations, grounds keeping, snow removal or other minor building maintenance work;
Plans daily, weekly, monthly and seasonal preventative and regular maintenance work schedules for cemetery grounds and equipment;
Establishes deadlines, priorities and work sequences and plans work assignments based on general work schedule, scheduled events, and methods and policies set by the Veterans Cemetery Superintendent;
Conducts surveys of gravesites and coordinates the opening and closing of graves for interment operation;
Coordinates all disinterment with the Veterans Cemetery Superintendent, Veterans Affairs administrative team, private contractors and State and local authorities, when necessary;
Trains subordinate employees to perform a variety of cemetery grounds and building maintenance work;
Trains and supervises subordinates to spray for weeds and insects, in compliance with Maryland State Pesticide Law, using unrestricted chemicals as required;
Inspects the completion of grounds and building maintenance work performed by subordinates;
Conducts grounds, buildings and motor vehicle inspections;
Prepares and maintains reports and records;
Maintains control of the inventory of grounds keeping equipment and supplies;
Performs landscaping, building, grounds and vehicle maintenance work;
Instructs subordinate employees in applicable safety rules and regulations to prevent worksite injuries and damage to equipment;
Performs other related duties.
Knowledge of cemetery maintenance theories and practices as found in the National Cemetery Standards;
Knowledge of the safe use of pesticides and related equipment;
Ability to use and maintain manual and power grounds keeping and buildings maintenance equipment used at State cemeteries;
Ability to use measuring instruments, such as survey markers, transit (laser or bubble), tapes or levels in relation to plotted gravesite maps;
Ability to read and interpret instructions, specifications and blueprints;
Ability to supervise the performance and activities of cemetery grounds and buildings maintenance workers;
Ability to work cooperatively with superiors, co-workers and the general public;
Ability to properly teach the use and care of manual and power grounds and buildings maintenance equipment used at State cemeteries.
Education: Completion of the Sixth grade.
Experience: Two years of experience in grounds keeping or buildings and grounds maintenance work.
Note: Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in general maintenance classifications or cemetery caretaking specialty codes in the general maintenance field of work on a year-for-year basis for the required experience.
1. Employees in this classification may be subject to call-in 24 hours a day and may be required to provide the employing agency with a telephone number where they can be reached.
2. Employees in this classification may be required to apply and store pesticides. Such employees shall use or apply pesticides in compliance with Maryland State pesticide regulations and licensing requirements.
Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.
This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
Employees in this classification are eligible to receive overtime compensation. An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by State Personnel and Pensions Article, Section 8-305.
