A Real Estate Reviewing Appraiser I, DGS is the intermediate level of work in the Office of Real Estate, Department of General Services (DGS) performing the review of appraisals made for the acquisition or disposal of real estate for the State of Maryland. Employees in this classification do not supervise other positions.
Employees in this classification receive moderate supervision from a Real Estate Reviewing Appraiser Supervisor or other designated official in the Office of Real Estate, Department of General Services. Employees may be required to work evenings and weekends. The work may require travel throughout Maryland to property locations and land record offices.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
The Real Estate Reviewing Appraiser I, DGS and Real Estate Reviewing Appraiser II, DGS are differentiated on the basis of degree of supervisory control exercised by the supervisor over these employees. The Real Estate Reviewing Appraiser I, DGS performs duties under close supervision at times and under general supervision at other times depending on the complexity of the specific duty being performed. The Real Estate Reviewing Appraiser II, DGS performs the full range of duties and responsibilities under general supervision.
Reviews property appraisals made by consultant appraisers, furnished by property owners for technical accuracy and fair market value;
Determines just compensation for right-of-way and fair market value for the acquisition or disposal of real estate for the State;
Conducts field investigations to evaluate and collect data for real estate appraisals;
Performs technical real estate appraisals;
Confers with property owners, attorneys, public officials and consultant appraisers to resolve controversial appraisals; Testifies as an expert witness at administrative and court hearings regarding appraisal decisions;
Prepares, reviews and make revisions to appraisal standards and procedures;
Attends and participates at a variety of meetings such as public, planning, and design to explain and promote the goals and objectives of the department regarding the appraisal and acquisition or disposal of real estate;
Prepares items for the Board of Public Works;
Prepares or reviews bid packages for consultant appraisal services;
Performs other related duties.
Knowledge of appraisal, acquisition and disposal methods, practices, and techniques;
Knowledge of federal, State and local real estate laws, standards and guidelines;
Knowledge of real estate values and trends;
Knowledge of contract and real estate laws, procedures and proceedings;
Knowledge of the preparation and completion of appraisals; Knowledge of building design, construction procedures and methods;
Skill in the preparation of technical and complex reports, including legal documentation;
Skill in interpreting real estate survey plats, land records, zoning maps and deed records;
Ability to interpret real estate market information and trends;
Ability to review the appraisals of consultant appraisers and others to determine just compensation and fair market value for the acquisition and disposal of real estate;
Ability to exercise sound judgment in making decisions and recommendations in accordance with established laws, rules, regulations and policies;
Ability to communicate effectively;
Ability to use word processing spread sheet and network applications;
Ability to establish and maintain professional, effective and harmonious working relationships with the general public, government and private sector officials and representatives.
Experience: Eight years of experience in the preparation or review of appraisals used as the basis for the acquisition or disposal of real estate, provided two courses have been successfully completed in real estate appraising approved by the Maryland State Real Estate Appraisers Commission. One course must have been in the area of income capitalization, investment analysis, or industrial valuation.
Note: Candidates may substitute the possession of a Bachelor's degree from an accredited college or university including or supplemented by two courses in real estate appraising approved by the Maryland State Real Estate Appraisers Commission (one of the real estate courses must have been in the area of income capitalization, investment analysis, or industrial valuation) and four years of experience in the preparation or review of appraisals used as the basis for the acquisition or disposal of real estate for the required experience.
Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department of agency specifically address the essential job functions of each position.
This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is assigned to Bargaining Unit G- Engineering, Scientific and Administrative Professionals classes. As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
This classification is one level in a Non-Competitive Promotion (NCP) series. NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance level in a classifications series. In order to be non-competitively promoted to the next level in a NCP series, an employee must: 1) perform the main purpose of the class, as defined by the Nature of Work section of the class specification; 2) receive the type of supervision defined in the class specification and 3) meet the minimum qualifications of the classification.
