A Volunteer Activities Coordinator II is the full-performance level of work involving planning, coordinating and evaluating a volunteer activities program in a State facility, institution or community-based program. Employees in this classification do not supervise other positions but may provide advice and guidance to lower-level Volunteer Activity Coordinators, students and volunteers assigned to the volunteer program.
Employees in this classification receive general supervision from a Volunteer Activities Coordinator Supervisor or administrator. Employees may be subject to 24 hour call-in and overtime since this work may require coordinating day, evening, night or weekend activities.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specifications.
The Volunteer Activities Coordinator I and the Volunteer Activities Coordinator II are differentiated on the basis of the degree of supervisory control exercised by the supervisor over these employees. The Volunteer Activities Coordinator I receives close supervision at times and general supervision at other times depending on the complexity of the specific duty being performed while the Volunteer Activities Coordinator II performs the full range of duties and responsibilities under general supervision. The Volunteer Activities Coordinator II is differentiated from the Volunteer Activities Coordinator III in that the Volunteer Activities Coordinator III performs the full range of duties and responsibilities under general supervision and functions as the sole Volunteer Activity Coordinator in an institution or facility.
Plans and coordinates volunteer activities in a hospital, correctional institution, or community based program;
Coordinates the activities of volunteer groups, individuals, students and other organizations;
Develops orientation plans for volunteer groups and individuals serving the needs of patients or inmates;
Arranges for programming and scheduling of social, recreational, religious and other activities and for the distribution of donated supplies and contributions;
Prepares newsletters and brochures concerning the institution and its activities;
Makes presentations at civic and professional gatherings and in the reception and orientation of visitors regarding the goals, functions, programs, accomplishments, and needs of the facility or institution;
Plans special events such as dedications of new buildings, open houses, and tours for organizations and individuals;
Writes and edits news releases, publications, newsletters, and special publications concerning the volunteer program;
Prepares and revises the annual budget, operations manual, reports and volunteer handbooks;
Maintains volunteer continuing education program;
Develops religious programs for patients or inmates;
Maintains meetings of Volunteer Advisory Council;
May supervise administrative and support staff;
Performs other related duties.
Knowledge of community, civic, professional, fraternal, social organizations and other resources which may be used in a volunteer services program;
Knowledge of the organization, operation and objectives of a volunteer activities program of hospitals and correctional facilities;
Knowledge of the procedures and techniques applied in recruiting, screening and training volunteers;
Knowledge of public relations;
Skill in planning, organizing, coordinating and supervising programs and activities involving large groups;
Ability to prepare reports;
Ability to understand the problems of people confined for extended periods;
Ability to establish and maintain working relationships with volunteer and civic organizations, individuals and staff;
Ability to communicate effectively with employees, volunteers, supervisors, volunteer and civic organizations and general public.
Experience: Six years of experience involving planning, coordinating and evaluating volunteer activities in a state facility, institution or community-based program.
Notes:
1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university, including 30 credit hours in social sciences, journalism, public relations or a related field and two years of experience involving planning, coordinating and evaluating volunteer activities in a state facility, institution or community-based program for the required experience.
2. Candidates may substitute the possession of graduate level education in social sciences, journalism, public relations or a related field from an accredited college or university at a rate of 30 credit hours for five years of the required experience.
1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
2. Employees in this classification may be required to successfully complete training and maintain current certification in cardiopulmonary resuscitation.
Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.
This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is assigned to Bargaining Unit F- Social and Human Service Non-Professionals classes. As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
This classification is one level in a Non-Competitive Promotion (NCP) series. NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance levels in a classification series. In order to be non-competitively promoted to the next level in a NCP series an employee must: 1) perform the main purpose of the class as defined in the Nature of Work section of the class specification; 2) receive the type of supervision defined in the class specification, and 3) meet the minimum qualifications of the classification.
