PROFESSIONAL SERVICE      BARGAINING UNIT:H    OVERTIME ELIGIBLE 

A MSP Pilot I-A is the intermediate level of civilian helicopter or fixed wing aircraft pilot work in the Aviation Command (MSPAC) of the Maryland State Police (MSP). Employees in this classification function as the Second-in-Command pilot (SIC) when piloting authorized aircraft enumerated in MSPAC Standard Operating Procedures. Employees in this classification do not supervise and are not certified to function as the Pilot-In-Command for other MSP Pilots.

Employees in this classification receive close and moderate supervision from the Sworn Section Supervisor of the Aviation Command and technical training from MSP Flight Instructors and the MSP Chief Pilot. Employees are assigned to day, evening or night shifts including holidays and weekends, and are subject to call-in on a 24-hour basis. The work involves hazardous conditions such as maneuvering helicopters or fixed wing aircraft in congested or unusual terrain during adverse weather conditions or law enforcement situations that may involve exposure to gunfire.

Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The MSP Pilot I-A and MSP Pilot I-B are differentiated on the basis of supervisory control exercised by the supervisor over these employees.  The MSP Pilot I-A performs SIC duties under close supervision at times and under moderate supervision at other times depending on the complexity of the specific duty being performed.  The MSP Pilot I-B performs the full range of SIC duties and responsibilities under moderate supervision at times and general supervision at other times depending on the complexity of the specific duty being performed.

Flies MSPAC aircraft as SIC for aero-medical missions, search and rescue missions, homeland security, disaster assessments, prisoner extradition, personnel transport and other law-enforcement related missions according to FAA rules and regulations;

Conducts pre-flight and post-flight inspections in accordance with MSPAC and FAA regulations and standards;

Performs maintenance functions that include cleaning aircraft interiors and exteriors, refueling and adding necessary fluids, and replacing light bulbs;

Performs routine maintenance of hangar and office facilities;

Operates specialized flight-related equipment, such as tow motors;

Recommends go/no-go flight risk management decisions related to weather conditions, maintenance, and other flight safety considerations;

Completes paperwork required by the MSPAC and Maryland State Police such as flight operation logs, aircraft logs, and other documents;

Completes required training courses and exercises in compliance with FAA and MSPAC regulations;

Performs other related duties.

Knowledge of FAA rules and regulations;

Knowledge of MSP and MSPAC standard operating procedures, policies, rules and regulations pertaining to operation of the MSPAC aircraft;

Knowledge of flying techniques required for aero-medical missions, search and rescue missions, homeland security, disaster assessments, prisoner extradition, personnel transport and other law-enforcement related missions;

Knowledge of appropriate aircraft maintenance procedures related to airworthiness;

Skill in piloting helicopters or fixed wing aircraft as SIC;

Ability to make correct go/no-go flight recommendations and to determine if weather and other flight safety considerations are within acceptable ranges;

Ability to communicate effectively in English, as required by FAA regulations.

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Twelve hundred (1200) helicopter or fixed wing flight hours as a FAA certificated pilot.

Notes:

1. Applicants may be able to substitute verified portions of U.S. Armed Forces military service experience as a commissioned officer in the Piloting field of work for the required experience.

2. Applicants may be able to substitute verified portions of flight hours recorded via the International Civil Aviation Organization for the required experience.

3. Helicopter and fixed wing flight hours may not be combined to meet the experience requirement.

1. Employees in this classification must possess and maintain a FAA Commercial Helicopter or Commercial Airplane multi-engine certification.

2. Employees in this classification must possess and maintain FAA 2nd Class Medical certification.

3. Employees in this classification must possess and maintain an acceptable Instrument Helicopter or Instrument Fixed Wing Rating as determined by FAA regulations and as required by the MSPAC.

4. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

1. Candidates for positions in this classification will be subject to an initial drug screening and a complete criminal background investigation, to include a polygraph examination, by the Maryland State Police before permanent appointment can be made. A criminal conviction record may be grounds for rejection of the applicant.

2. Employees in this classification are subject to call-in on a 24 hour basis, and therefore, will be required to provide the employer with a phone number where they can be reached.

3. Employees in this classification are subject to substance abuse testing, in accordance with Code of Maryland Regulation 17.04.09, Testing for Illegal Use of Drugs.

4. Employees in this classification are subject to other FAA applicable drug testing requirements.

5. Employees in this classification are required to sign an Obligation Service Agreement.

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each individual position.

This is a Professional Service classification in the State Personnel Management System. All positions in this classification are Professional Service positions. Some positions in Professional Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit H, Public Safety and Security. As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial, and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation. An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by State Personnel and Pensions Article, Section 8-305.
