NATURE OF WORK

A Health Planning and Development Administrator II is a professional level of planning work of the most complex nature in the specialized field of regional or State comprehensive health planning or planning regulation, involving substantial supervisory and/or administrative responsibilities.  Employees in this classification are responsible for ensuring that one or more planning or planning regulation programs on an area of Statewide basis are carried out expeditiously and properly.  Employees in this classification are required to formulate program and project goals and objectives and, with advice of subordinates responsible for given projects, approve scopes of studies or reviews, research and statistical methods, and field work activities to be undertaken in connection with such projects.  Employees in this classification are responsible for evaluating the progress of the assigned programs(s), for periodic revision of the programs(s) and program objectives, and for preparing budgets in connection with the programs.  Employees in this classification perform work that involves constant contact with State, federal, regional, and local officials engaged in some form of planning or program administration, as well as contact with representatives of private institutions, organizations, and associations within the health industry. Employees in this classification are responsible for the training, direction, and supervision of professional and technical personnel assigned to the program(s) and also oversee, coordinate, and supervise the work of private consultants retained to carry out work of an extremely complex and technical nature.

Employees in this classification receive general direction from the agency director or from a designated deputy, associate, or assistant director.  Work effectiveness is evaluated in terms of the timeliness, quality, and completeness of assigned major projects.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

EXAMPLES OF WORK

Provides technical advice to areawide agencies for comprehensive health planning or planning regulation;

Reviews and reports on operational progress of areawide agencies;

Develop legislative proposals in the field of comprehensive health planning or planning regulation;

Directs the development of planning system design and implementation;

Maintains relationships with hospitals and other health care institutions, professional and industry associations in the health field, federal, State and local agencies and officials in health insurance;

Directs planning regulation programs, developing and modifying guidelines and regulations for the conduct of reviews, and coordinates areawide or Statewide agency actions in review approval and implementation;

Initiates and develops comprehensive and regionally and/or functionally oriented programs;

Coordinates comprehensive health planning or planning regulation by scheduling, supervising, and evaluating reports, studies, reviews, and plans prepared by specialists having responsibility for various elements (e.g., health manpower, health facilities, ambulatory care, project review) comprising the comprehensive health planning or planning regulation process;

Participates in the negotiation of agreements or contracts with federal, State, and regional/local agencies;

Recommends and advises in the development of agency policy;

Supervises and trains subordinate professional and technical employees;

Assists in the work of the agency advisory council in those specific areas of responsibility;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge, at the expert level of proficiency, of the principles, practices, and objectives of local, regional, State and federal health planning or planning regulations;

Knowledge of the interrelationships of social and economic problems and comprehensive plans effecting the health resources of a given area;

Knowledge of basis statistical and research principles applied in the collection of various planning data;

Knowledge of the interrelation of local, State, and federal health laws and planning;

Knowledge of the methods and procedures involved in the preparation and submission of comprehensive reports and recommendations for the maximum effective utilization of health resources available to the area and to the problem;

Knowledge of State, federal, and local health planning and planning regulation program and procedures;

Ability to direct professional subordinates in determining the interrelationships between health needs and comprehensive planning governing the use of available health resources of a given area;

Ability to coordinate and direct the preparation of comprehensive health plans and their various elements, which would include recommendations for the maximum effective utilization of physical, human, and financial resources in private and public facilities and services system;

Ability to coordinate and regulate such systems, particularly in terms of reviewing proposed future services for conformance to existing comprehensive health plans and to encourage the development of planning capability in individual facilities, institutions, and related groups in the health industry;

Ability to supervise groups of professional Planners and subprofessional and clerical personnel engaged in developing comprehensive plans;

Ability to present comprehensive health plans with their recommendations to governmental and non-governmental organizations;

Ability to communicate effectively among many professional disciplines, State and local officials, institution executives, and the general public. 

MINIMUM QUALIFICATIONS

Education:   A Master’s degree from an accredited college or university in Health Planning, Public Health, Health Science, Hospital Administration or Health Care Administration.

Experience: Seven years of professional experience in health planning, one year must have included supervisory responsibilities for a professional staff within a health planning unit.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in the fields identified above and one year of recent, professional experience in health planning for the required education.

2. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in the field identified above for three years of the required general experience.

3. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university and two years of recent, professional experience in health planning for the required education.

4. Candidates may substitute experience in health or hospital administration for up to four years on a year-for-year basis for the required general experience, provided the candidate has at least one year of recent experience in health planning.

5. Candidates may substitute Health Planning experience obtained in a State Health Planning and Development Agency or in a Health System Agency as designated by Public Law 93-641, at the rate of three months of experience for four months of the required general experience.

6. General Health Planning experience as required above is defined as experience obtained in a professional capacity in an operation established solely for the delivery/evaluation of health services (e.g. Hospitals, H.M.O.’s, Insurance Companies).  Such experience must have been the primary purpose of the position during the time in question.  Health Planning duties which are performed only incidentally are not considered as qualifying.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit as indicated by the designation of S (supervisor), M (manager), T (agency head), U (Board or Commission member), W (student), X (Used by agency or excluded by executive order), or Z (confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and therefore, all positions in those agencies are excluded from collective bargaining.
