A Health Planning and Development Administrator I is a professional level of work in the specialized field of regional or State comprehensive health planning or planning regulation that involves supervisory responsibilities. Employees in this classification serve as chief of a major planning project or planning regulation activity. Employees in this classification that function as head of a project have responsibility for developing the objectives of the project, determining the scope of a study or review, the research and statistical methods to be employed, and the direction of the field work of the project. Employees in this classification are responsible for reviewing the progress of the work, evaluating it, and preparing fiscal recommendations as part of a master plan or planning regulation review. Employees in this classification perform work that involves considerable contact and consultation with State, federal, regional, and local officials engaged in some form of planning or program administration, as well as contact with representatives of private institutions, organizations, and associations within the health industry. Employees in this classification are responsible for the training, direction, and supervision of professional and technical personnel assigned to the project and, in some cases, may oversee and supervise the work of private consultants.
Employees in this classification receives general direction from the agency director or from a designated higher level program director within the agency. Work effectiveness is evaluated through conferences and reports in terms of the timeliness, quality, and completeness of assigned projects.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
Directs the development of a segment of a comprehensive health planning or planning regulation program;
Provides technical advice to private, non-profit agencies on their participants in planning or planning regulation;
Reviews and reports on operational progress of a segment of health planning or planning regulation;
Coordinates functions of the State or area-wide agency in regard to its responsibilities as they relate to Statewide comprehensive health planning or planning regulation;
Develops staff recommendations and implementation plans for agency policies in regard to specific planning or planning regulation areas, and the utilization of available resources;
Maintains continuing relationships with federal, State, and local agencies academic institutions, health insurance companies, hospitals, other health care institutions, and professional associations;
Maintains the grants review responsibility of the agency;
Coordinates the agency review process with that of federal and other State agencies to which the agency relates in supplying grant review information;
Disseminates Statewide information on planning or planning regulation to the health industry of the region or State;
Reviews and reports on proposed legislation affecting existing or contemplated development, planning and planning regulation programs;
Assists in the work of the agency advisory council in those specific areas of responsibility;
Supervises subordinate professional and technical employees;
Performs other related duties.
Knowledge, at the expert level of proficiency, of the principles, practices, and objectives of local, regional, State and federal health planning and planning regulation;
Knowledge of the interrelationships of social and economic problems and comprehensive plans affecting the health resources of a given area;
Knowledge of basic statistical and research principles applied in the collection of various planning data;
Knowledge of the interrelation of local, State and federal health laws and planning;
Knowledge of the methods and procedures involved in the preparation and submission of comprehensive reports and recommendations for the maximum effective utilization of health resources available to the area and to the problem;
Knowledge of State, federal, and local health planning and planning regulation programs and procedures;
Ability to conceptualize the effects of proposed plans;
Ability to supervise a group of professional and technical employees engaged in a comprehensive planning project;
Ability to direct complex research, planning or planning regulation procedures;
Ability to coordinate various phases of a project or review and to compile the findings and conclusions into a clear, concise and comprehensive report;
Ability to prepare and submit overall and detailed plans and recommendations to interested parties;
Ability to coordinate working operations of multi-agency programs in the planning area;
Ability to communicate effectively among many professional disciplines, State and local officials, institution executives, and the general public.
Education: A Master’s degree from an accredited college or university in Health Planning, Public Health, Health Science, Hospital Administration or Health Care Administration.
Experience: Six years of professional experience in health planning.

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in the fields identified above and one year of recent, professional experience in health planning for the required education.
2. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in the fields identified above for three years of the required experience.
3. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university and two years of recent, professional experience in health planning for the required education.
4. Candidates may substitute experience in health or hospital administration for up to four years on a year-for-year basis for the required experience, provided that the candidate has at least one year of recent experience in health planning.
5. Candidates may substitute Health Planning experience obtained in a State Health Planning and Development Agency or in a Health Systems Agency as designated by Public Law 93-641, at the rate of three months of experience for four months of the required experience.
6. General Health Planning experience as required above is defined as experience obtained in a professional capacity in an operation established solely for the delivery/evaluation of health services (e.g. Hospitals, H.M.O.’s, Insurance Companies). Such experience must have been the primary purpose of the position during the time in question. Health Planning duties which are performed only incidentally are not considered as qualifying.
Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.
This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit as indicated by the designation of S (supervisor), M (manager), T (agency head), U (Board or Commission member), W (student), X (Used by agency or excluded by executive order), or Z (confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and therefore, all positions in those agencies are excluded from collective bargaining.
