A Chief of Engineering and Maintenance is the professional level of engineering work as the Chief Building Engineer for the Maryland Department of Health. The employee in this classification, as the principal engineering advisor to the Director of the General Service Administration is responsible for developing, organizing, coordinating and administering the engineering and maintenance program budget and instructing lower- level staff members in the engineering and maintenance requirements of departmental properties and facilities. The employee in this classification is required to maintain close liaison with the Maryland Department of General Services, Architects, Engineers, private contractors, Superintendents and physical plant supervisors for reviewing and approving plans and specifications, recommending space utilization, renovations or additions to existing buildings and evaluating the effectiveness of the institutions maintenance programs. The employee in this classification directly supervises a staff of Engineers and provides direction to institutional maintenance personnel.
The employee in this classification receives administrative direction is received from the Director of the General Services Administration. Work effectiveness is evaluated through conferences, recommendations, review of reports, the financial control exercised in developing and operating under the departmental engineering and maintenance budget and the efficient program operation within budget limitations.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
Provides engineering exercise and directs a professional engineering/architectural staff for matters related to the design, construction, renovation, and maintenance of buildings of the Department’s agencies and institutions;
Develops and prepares the Departmental Engineering and Maintenance capital budget;
Manages and continually reviews all capital improvements and maintenance projects and programs within the Department;
Recommends approval or rejection of individual institutional engineering and maintenance projects, requests or programs;
Analyzes cost efficiency in departmental maintenance programs;
Reviews and approves contractual plans and specifications for construction or renovation work;
Conducts and directs an ongoing evaluation of physical plant, architectural, mechanical, electrical, security features and maintenance conditions;
Keeps abreast of the latest developments in the engineering and maintenance professions and promotes the understanding and integration of new technologies to improve the reliability, energy efficiency and productivity of the physical plants;
Provides advice and instruction to institutional supervisors and maintenance staff on engineering and maintenance needs, operations, procedures and/or modifications;
Performs other related duties.

As provided by State Personnel and Pensions Article, Section 3-102 Annotated Code of Maryland, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
