NATURE OF WORK

An Environmental Health Specialist Program Supervisor is the supervisory level of work in a local health department planning, developing, implementing and evaluating an environmental health program to ensure compliance with environmental health laws and regulations.  Employees in this classification supervise lower-level Environmental Health Specialists and other support staff.

Employees in this classification receive general supervision from an Environmental Health Specialist Manager or Environmental Health Specialist Director.  Employees may be subject to 24-hour call-in and overtime.  The work may be performed at private homes, businesses, construction sites and other community settings where travel is required and the environment is often unpredictable.  Employees are required to observe infection control precautions in order to prevent contamination and the spread of disease.  On some assignments, employees may be required to wear safety equipment and may be required to lift and carry objects weighing over 50 pounds.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Environmental Health Specialist Program Supervisor is differentiated from the Environmental Health Specialist Supervisor in that the Environmental Health Specialist Program Supervisor has responsibility for planning, developing and administering an Environmental Health Program, and has supervisory responsibility for lower-level Environmental Health Specialists and other support staff, while the Environmental Health Specialist Supervisor has supervisory responsibility for lower-level Environmental Health Specialists.  The Environmental Health Specialist Program Supervisor is differentiated from the Environmental Health Specialist Manager in that the Environmental Health Specialist Manager function as Deputies or Associate Environmental Health Directors and has supervisory responsibility for Environmental Health Specialist Program Supervisors.

EXAMPLES OF WORK

Plans, develops, implements and evaluates an environmental health program;

Develops, revises and implements policies and procedures;

Develops program standards and monitors compliance;

Assures quality of environmental services;

Supervises environmental Health Specialists and other environmental staff;

Prepares and monitors the program budget;

Plans and coordinates the investigation, inspection, licensing and sampling activities of the staff involved with compliance and enforcement of public health laws;

Interprets environmental health laws and regulations concerning food services facilities, air quality, land development, waste water disposal and hazardous waste;

Develops policies and procedures for the inspection of nursing homes, day care facilities, camps, mobile home parks and food services facilities;

Initiates and directs actions to ensure compliance with public health laws and regulations regarding community environment;

Acts as a consultant to commercial, professional and community groups for community planning, needs assessment and developing plans for action;

May conduct investigations, inspections and testing in a variety of areas concerning environmental health;

Testifies in hearings and court cases related to health inspections and investigations;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the principles, practices and objectives of public health related to the control of the human environment;

Knowledge of the laws and regulations of the State relating to public health control of the environment;

Knowledge of control methods, techniques and industry performance measures used by businesses and the public in complying with environmental laws and regulations;

Skill in applying chemistry and biology theories to environmental health;

Skill in investigating, evaluating and interpreting findings with respect to meeting standards for the community environment;

Skill in applying the appropriate environmental health laws, rules and regulations to areas of assigned responsibility;

Skill in recognizing and dealing with environmental health problems;

Skill in coordinating the activities of an assigned environmental health program with that of the public health programs;

Skill in coordinating and supervising the activities of Environmental Health Specialists;

Ability to prepare and present reports;

Ability to assist in developing and executing the environmental control phases of the local health programs;

Ability to deal with environmental problems and issues with diplomacy, firmness and tact;

Ability to promote community understanding and support for public health programs;

Ability to communicate effectively with agency personnel, officials, clients and the general public;

Ability to establish and maintain working relationships with State, federal and community representatives, property owners, business owners, co-workers and the general public.

MINIMUM QUALIFICATIONS

Education:   Determined by the Maryland Board of Environmental Health Specialists under the licensing requirements for Environmental Health Specialists.

Experience: Three years of experience performing inspections and investigations to ensure compliance with environmental health laws and regulations, including one year in a supervisory capacity.

Notes:

1. Candidates may substitute possession of a Master of Public Health or Master of Science degree from an accredited college or university for one year of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering classifications or Environmental Engineering specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required experience.              

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess and maintain a current license as a Registered Environmental Health Specialist from the Maryland Board of Environmental Health Specialists.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

This is a Professional Service classification in the State Personnel Management System.  All positions in this classification are Professional Service positions.  Some positions in Professional Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit as indicated by the designation of S (supervisor), M (manager), T (agency head), U (Board or Commission member), W (student), X (Used by agency or excluded by executive order), or Z (confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and therefore, all positions in those agencies are excluded from collective bargaining.
