An Environmental Health Specialist Manager I is the first managerial level of work in a local health department in planning and administering the overall Environmental Health Program. Employees in this classification function as Deputies or Associate Environmental Health Directors and manage multiple programs through the supervision of Environmental Health Specialist Program Supervisors.
Employees in this classification receive managerial supervision from an Environmental Health Director. Employees may be subject to 24-hour call-in and overtime.
Position allocation in the Environmental Health Specialist Manager series is determined on the basis of relative job evaluation among similarly functioning positions. The job evaluation factors include: qualifications; nature and purpose of personal contacts; nature of recommendations, commitments, decisions and conclusions; creative thought; planning; responsibility for administration; and nature of supervision received.
The Environmental Health Specialist Manager is differentiated from the Environmental Health Specialist Program Supervisor in that the Environmental Health Specialist Manager functions as Deputies or Associate Environmental Health Directors and has supervisory responsibility for Environmental Health Specialist Program Supervisor while the Environmental Health Specialist Program Supervisor has responsibility for planning, developing and administering an Environmental Health Program, and has supervisory responsibility for lower-level Environmental Health Specialists and other support staff.
Supervises the activities of Environmental Health Specialist Program Supervisors;
Assists the Environmental Health Director in planning and developing the full range of environmental health programs for a local health department;
Implements and evaluates environmental health programs;
Participates in developing public awareness, appreciation and acceptance of environmental health programs;
Participates in developing and promoting environmental science training courses;
Coordinates environmental health activities of the health department with related activities of other local agencies, such as police, public works, zoning and sanitary commissions;
Consults with and advises community officials and commercial and professional groups on the environmental health aspects of community planning, needs and methods of control and correction;
Assumes responsibility for environmental health programs in the absence of the Environmental Health Director;
May conduct on-site inspections to analyze unusual problems in the field;
Performs other related duties.
Knowledge of the principles, practices and objectives of public health related to the control of the human environment;
Knowledge of State environmental health laws and regulations;
Knowledge of the methods and techniques utilized to ensure compliance with environmental laws and regulations;
Knowledge of the application of chemistry and biology theories to environmental health;
Skill in investigating, evaluating and interpreting findings to meet standards for the community environment;
Skill in applying the appropriate environmental health laws, rules and regulations in areas of assigned responsibility;
Skill in recognizing and dealing with environmental health problems;
Ability to develop long-term plans and goals in the area of environmental health;
Ability to coordinate the activities of an assigned environmental health program with those of the public health programs;
Ability to supervise the activities of subordinate supervisory staff;
Ability to promote community understanding and support for environmental health programs;
Ability to prepare and present budgetary reports;
Ability to communicate effectively with agency personnel, officials, clients and the general public;
Ability to establish and maintain working relationships with State, federal and community representatives, property and business owners, co-workers and with the general public.
Education: Determined by the Maryland Board of Environmental Health Specialists under the licensing requirements for Environmental Health Specialists.
Experience: Four years of experience performing inspections and investigations in the field of environmental health to ensure compliance including two years in a supervisory capacity.
Notes:
1. Candidates may substitute possession of a Master of Public Health or Master of Science degree from an accredited college or university for one year of the required experience.
2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Environmental Engineering classifications or Environmental Engineering specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required experience.

This is a Professional Service classification in the State Personnel Management System. All positions in this classification are Professional Service positions. Some positions in Professional Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and therefore, all positions in those agencies are excluded from collective bargaining.
