A Supply Officer IV is one of three supervisory levels of storekeeping work having responsibility for planning, supervising and directing the supply storage facilities and related functions of a large storage facility in a large and complex State Department or institution. Employees in this classification supervise lower-level Supply Officers and may supervise Stock Clerks or patients engaged in the performance of storekeeping or related activities.
Employees in this classification receive general supervision from the Business Manager, Fiscal Officer or other designated Administrator. Employees in this classification may work shifts, which include weekends and holidays. The work requires the lifting and moving of equipment, materials and supplies weighing ten or more pounds.
Positions in the Supply Officer series are evaluated by using the Supply Officers Point Factor Job Evaluation Method. The job evaluation factors are: (I.) Volume and (II.) Administrative Responsibilities. The point range requirement for the Supply Officer I is 275-399. The point range requirement for the Supply Officer II is 400-574. The point range for Supply Officer III is 575-799. The point range for Supply Officer IV is 800 or more.
Supervises lower-level Supply Officers and other supply personnel performing storekeeping functions;
Plans, supervises and directs all operations relating to the flow of supplies, materials and equipment;
Coordinates the various storekeeping activities involved in the receipt, storage and issuance of supplies in all storage areas;
Analyzes supply operations and makes recommendations for increased efficiency;
Develops storage methods, including the allocation and arrangement of storage facilities;
Supervises the maintenance of records incidental to inventory control, receipt and issuance of supplies;
Prepares, or assists in the preparation of, purchase requisitions for stock replacement;
Prepares production and equipment specifications and contacts vendors concerning supply purchases;
Makes authorized purchases;
May lift supplies, materials and equipment weighing ten or more pounds;
Performs other related duties
Knowledge of storekeeping methods and procedures;
Knowledge of the maintenance of stock records and inventory controls;
Knowledge of purchase and requisition procedures;
Knowledge of methods involved in receiving, storing and issuing supplies;
Knowledge of public administrative practices involved in purchasing and employee management;
Ability to determine quantity and quality of goods in relation to purchase orders and requisitions;
Ability to maintain perpetual inventory and supply records;
Ability to supervise;
Ability to plan and direct storage programs;
Ability to establish and maintain effective working relationships with co-workers and others;
Ability to lift equipment, materials and supplies weighing ten or more pounds.
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Five years of experience in receiving, storing and issuing supplies, materials and equipment in a storeroom, warehouse or other supply storage facility.
Notes:
1. Candidates may substitute additional experience as described above on a year-for-year basis for up to four years of the required education.
2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a non- commissioned officer in logistics specialist classifications or administrative support specialty codes in the logistics field of work, on a year-for-year basis for the required experience.
Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.
This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
Employees in this classification are eligible to receive overtime compensation. An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by State Personnel and Pensions Article, Section 8-305.
