This is highly specialized technical electronic development and repair work at the advanced level of supervisory responsibility for the proper functioning of all toll recording, traffic surveillance or other electronic equipment on a statewide basis.
Employees in this classification are responsible for a staff engaged in the assembly, installation, maintenance and repair of standard and special purpose electronic toll recording and traffic surveillance and related equipment or other electronic equipment in accordance with departmental policies and local codes and regulations. In addition, employees attend meetings, conferences, and technical seminars with engineering manufacturers, contractors, State departments, and other public agencies for the purpose of developing, and installing special purpose electronic detection and recording equipment. Employees may be required to appear as expert witnesses in behalf of the State in toll evasion and other related cases and are responsible for coordinating efforts in detection in this field with State, local, and other police forces.
Employees receive general supervision from an administrator or assistant administrator of a large State facility. Work effectiveness is determined through the operational effectiveness of equipment assigned throughout the State, and through meetings, conferences and reviews by outside auditors. General supervision is exercised over lower level Technicians, Mechanics or other assigned personnel.
Schedules, directs and coordinates the work of subordinate technicians assigned to the operational unit;
Inspects completed work where possible with regard to operational efficiency, local codes and regulations, and departmental policies;
Maintains supply of necessary parts and components;
Keeps repair and supply records;
Checks accuracy of test equipment;
Drafts details and prepares diagrams of new technical improvements, additions or adoptions;
Fabricates special purpose equipment;
Maintains, modifies and constructs electronic test equipment;
Hires employees and make recommendations concerning the purchase of operating and testing equipment and promotion of subordinate employees;
May act as a consultant or adviser on technical level of installation and modification of new electronic equipment;
May act as expert witness in the field of electronics;
Attends meetings, conferences, and seminars with consultant engineers, contractors, and other state, federal, and political jurisdictions;
Performs other related duties.
Knowledge of installation and testing of toll recording equipment, traffic surveillance equipment, and/or other electronic equipment;
Knowledge of modern methods of design, construction, and maintenance of electronic calculators, computers, recorders, or data processing devices; of electronic theory, maintenance, and repair practices.
Knowledge of local codes and regulations for electrical wiring and installation of electrical equipment.
Ability to supervise and train technical personnel;
Ability to supervise the keeping of permanent and temporary records in accordance with departmental policy;
Ability to prepare comprehensive reports and correspondence; to use test equipment such as oscilloscopes, volt-ohm-amp meters and special purpose test equipment;
Ability to make adjustments and repairs to electronic equipment as used in the operation of toll recording, traffic signaling, surveillance, or other electronic equipment; to follow schematics;
Ability to plan organized technical improvements within the scope of operation;
Ability to participate in conferences, seminars, and other meetings as the representative of the State Roads Commission in his technical area.
Education: Graduation from a standard high school or possession of a State high school equivalency certificate. Successful completion of a formal course in electronics theory, practice, and equipment at a recognized school in electronics, radio or television repair.
Experience: Six years of experience in radio, television or electronic equipment maintenance, installation, and repair, three years of which must have been at a supervisory level.
Note: 1. Applicants may substitute additional experience in electronic repair work or formal schooling in electronics, on a year for year basis, for up to two years of required high school education.
2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Electronics Mechanic classifications or Electronics Mechanic specialty codes in the Electronic Equipment Installation and Maintenance field of work on a year-for-year basis for the required experience and education.
1. Some positions in this classification are assigned duties which will require the individual to be examined by a physician. After an offer of employment, applicants for such positions will be given a medical examination to certify the ability to perform the essential job functions.
2. Persons appointed to this position may, in some departments, be subject to call twenty-four hours a day in emergencies.
