NATURE OF WORK

An Assistant Superintendent, State Office Buildings is the responsible level of administrative work assisting in the management of a large complex of State office buildings which entails planning, coordinating, and assisting in the direction of all maintenance and general services of the complex.  Employees in this classification are required to perform administrative duties at the direction of the Superintendent and the responsibilities also encompass the providing of telephone services, police and fire protection, civil defense and disaster services, grounds keeping, housekeeping, parking facilities, and any other required essential support services.  Employees in this classification establish operational methods and procedures and participate in the development of departmental policies and regulations and also prepare and present budget requests concerning their area of responsibility.  Employees in this classification are required to prepare or direct the preparation of required statistical, financial and special reports. Employees in this classification are required to make numerous policy decisions affecting the daily operations of these buildings and grounds.  Employees in this classification provides technical guidance to essential support services staff. Employees in this classification supervise subordinate employees.

Employees in this classification receive administrative direction from the Superintendent, State Office Buildings and/or higher-level personnel in the Department of General Services.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

EXAMPLES OF WORK

Assists in organizing, scheduling and coordinating all facets of the maintenance programs and office building services;

Prepares facility maintenance reports for higher-level management;

Prepares specifications for the purchase of equipment, tools, parts and supplies;

Hires employees;

Prepares periodic employee efficiency reports on intermediate supervisors;

Advises foreman and other employees concerning their relationship with co-workers;

Advises supervisors concerning unexpected or unusual personnel problems;

Develops and revises procedures for the assignment and completion of work orders;

Ensures the prompt submission of accident reports;

Assists in the supervision of the Security Department; Prepares and administers an annual budget;

Prepares and supervises the preparation of various required financial, statistical and special reports;

Conducts or participates in staff meetings in order to coordinate administrative activities;

Participates in the formulation of institutional or agency policies and regulations;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the principles and practices of business and public administration;

Knowledge of modern office management methods;

Knowledge of the principles and practices of governmental accounting and public personnel and budget administration;

Knowledge of the principles and modern practices of management in the maintenance trades;

Knowledge of the keeping of inventory records;

Knowledge of the means necessary for the safekeeping and care of equipment and supplies;

Knowledge of preparing contractual specifications for general building maintenance contracts;

Knowledge of the practical applications of the principles of electricity, mechanics and hydraulics which are generally utilized in plant maintenance and in stationary engineering;

Ability to plan, organize and direct the work of others;

Ability to prepare and present a variety of comprehensive and summarized administrative reports and records;

Ability to repare and administer an annual budget;

Ability to determine the need for personnel, equipment and supplies;

Ability to develop and install administrative procedures and operations, and evaluate their effectiveness and efficiency;

Ability to analyze replacement, repair and service records for identifying trends in maintenance costs and unusual expense factors;

Ability to deal effectively with the public;

Ability to make pertinent statements;

Ability to establish and maintain meaningful cooperative relationships with other members of the management team;

Ability to develop and implement programs for providing on-the-job training of new employees and for up-grading the skills of existing employees;

Ability to work harmoniously with users of the office buildings.

MINIMUM QUALIFICATIONS

Education:  Graduation from an accredited high school or possession of high school equivalency certificate.

Experience: Nine years of experience, or its equivalent, in a responsible administrative capacity in the operation of a large public building, hospital, educational complex, industrial plant or large commercial type structure, four years must have included responsibility for fiscal planning, contract negotiations, office management and supervision of maintenance personnel.

Notes:

1. Candidates may substitute possession of education in an accredited college or university on a year-for-year basis for the required general administrative experience. It is desirable that this education has included courses in business administration and/or public administration.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Facilities Construction and Facilities Services Officer classifications or Facilities Management or Manager specialty codes in the Facilities Management field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Some positions in this classification are assigned duties which will require candidates to be examined by a Physician. After an offer of employment, candidates for such positions will be given a medical examination to certify the ability to perform the essential job functions.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
