NATURE OF WORK

An Associate Librarian II is the responsible administrative and professional level of library work.  Employees in this classification direct the operations, including budget preparation, of all libraries in a State Department.  This work involves the oversight of all library activities including the selection, cataloging, shelving and binding of books and related library materials.  Employees in this classification are responsible for coordinating library services with other services such as rehabilitation, education, correctional and other programs provided by the agency.  Employees in this classification do not supervise.

Employees in this classification receive general supervision from the administrator of the agency.  General administrative direction is received with respect to fundamental policy and procedures but employees in this classification are fully responsible for all technical operations of the library.  Work effectiveness is evaluated through achievement of goals, observation, staff meetings and/or written reports.

Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

EXAMPLES OF WORK

Develops and implements standards, policies and procedures for institutional library services;

Evaluates agency libraries and prepares a plan for development;

Prepares library budget;

Oversees work of selecting, requisitioning, examining, shelving, arranging, receiving, cataloging, filing and caring for books and other library property;

Oversees circulation, reference work and research;

Compiles special indices, references and bibliographies;

Makes recommendations for acquisitions;

Makes negotiations for and acknowledges books;

Gives instructions in library science and assists library patrons in making best use of library facilities;

Keeps abreast of developments in library science;

Keeps records and accounts and prepares reports;

Devises manuals, bibliographies, lists and charts for use by the Departmental staff;

Drafts correspondence in connection with the library;

Establishes and maintains essential library records and files;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of modern library methods, techniques, equipment, and standards, particularly those involving technical services including selecting, ordering, purchasing, classifying, cataloging, and binding books, and other library materials;

Knowledge of library needs of specialized groups and clientele, such as the blind or other physically disabled persons and others;

Knowledge of personnel administration and budget preparation;

Ability to organize and direct the work of all libraries in a State Department;

Ability to instruct staff members and employees in the use of libraries and their resources;

Ability to comprehend the specific problems and functions of a Department’s libraries and to select appropriate publications, periodicals, pamphlets, and other materials for use of the Department;

Ability to give appropriate assignments and instructions to library clerical employees and supervise the performance of their work;

Ability to prepare clear, sound, accurate, and informative statistical, financial, and other library reports containing findings, conclusions, and recommendations;

Ability to establish and maintain the essential library recording files;

Ability to prepare correspondence in connection with the library.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree in Library Science or Library and Information Services from an accredited college or university or equivalent training.

Experience: Two years of professional library work.

Notes:

1. Candidates may substitute additional experience performing library work may be substituted on a year for-year basis for up to two years of the required education.

2. Candidates may substitute additional education in professional library work that is accredited by the American Library Association on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Librarian classifications or Librarian specialty codes in the library field of work on a year-for-year basis for the required experience and education.

This is a Professional Service classification in the State Personnel Management System.  All positions in this classification are Professional Service positions.  Some positions in Professional Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit G, Engineering, Scientific and Administrative Professionals classes. As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial, and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
