NATURE OF WORK

An Automotive Services Specialist is the advanced level of work in the field of automotive services. Employees in this classification do not supervise.

Employees in this classification receive general supervision from an Automotive Services Supervisor or other designated personnel. Employees perform work in a garage or outside in extremes of heat and cold. Employees may be exposed to hazardous chemicals. The work may require the use of protective equipment such as safety goggles, face shields and gloves when performing automotive services. The work may involve the lifting and moving of heavy objects such as heavy automotive components.

Positions in this classification are evaluated using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of a class specification.

The Automotive Services Specialist is differentiated from the Automotive Services Mechanic in that the Automotive Services performs advanced level automotive services while the Automotive Services Mechanic performs the full range of duties and responsibilities under general supervision. The Automotive Services Specialist is differentiated from the Automotive Services Supervisor in that the Automotive Services Supervisor has supervisory responsibilities for other Automotive Specialists and Automotive Services Mechanics.

EXAMPLES OF WORK

Dissembles and overhauls engines by installing new rings, bearings, valves, pistons, connecting rods, pins, crankshafts, clutch plates or other parts;

Installs complete assemblies, such as engines, transmissions or axles;

Checks, repairs or replaces standard components and sub-assemblies, such as cylinder heads, generators, oil pumps, starter motors, brake linings, wheel bearings and ball joints;

Conducts electronic engine analyses and specialized tests, such as distributor resistance, manifold vacuum, fuel pump vacuum, cylinder compression, specific gravity, electronic ignitions or fuel injection systems;

Checks front wheels for proper alignment including testing for caster and camber, and adjusts or replaces worn parts;

Inspects, diagnoses and repairs other major malfunctions of motor vehicles and motor equipment;

Tunes engines and adjusts valves, spark plug gaps, ignition systems, timing, brakes and clutch;

Makes minor repairs to fenders or other body parts;

Performs welding tasks;

Operates drill press, valve refacer, power saw and other power equipment;

Road tests automobiles, trucks, tractors or other motor vehicles;

Conducts diagnostic tests using automotive computer technology;

Cleans and cares for tools, equipment and shop facilities;

Lubricates, changes oil, fuels, cleans or greases parts and performs other automotive services;

Maintains records and prepares reports;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the procedures, methods, tools and equipment used in the service, maintenance, repair and adjustment of motor vehicles and motor equipment;

Knowledge of automotive electronic systems such as, circuit boards, processors, chips, electronic equipment, and computer hardware and software related to automotive diagnostic procedures;

Knowledge of the proper use, care and maintenance of hand and power tools;

Knowledge of the basic principles and techniques of welding;

Skill in the use of standard and specialized power tools and equipment;

Ability to diagnose and repair major mechanical malfunctions of motor vehicles and equipment;

Ability to rebuild, repair and replace complete automotive assemblies, such as engines or transmissions;

Ability to run diagnostic tests; Ability to understand and carry out instructions;

Ability to maintain records and prepare reports.

MINIMUM QUALIFICATIONS

Education: Completion of the eighth grade.

Experience: Three years of experience servicing, maintaining and repairing motor vehicles or equipment, one year of which must have involved responsibility for performing major automotive repair work.

Notes:

1. Graduation from an accredited vocational/technical high school with a major in automotive mechanics, or a related field, may be substituted for up to three years of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Mechanic  classifications or Automotive Maintenance Technician and Vehicle Maintenance specialty codes in the Mechanic or Maintenance field of work on a year-for-year basis for the required experience.  

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.  

This classification is assigned to Bargaining Unit A, Labor and Trades classes.  As provided by the State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.  

Employees in this classification are eligible to receive overtime compensation. An employee who works more than the normal workweek is entitled to be compensated for that overtime, as provided by the State Personnel and Pensions Article, Section 8-305.
