A Lottery Representative II is the full performance level of work in selling and merchandising to retailers for the State Lottery and Gaming Control Agency. Employees in this classification promote Lottery sales by effectively servicing numerous agents who sell to the public and involves delivering point-of-sale material and ensuring its effective placement and display by the agent. Employees in this classification do not supervise other positions.
Employees in this classification receive general supervision from a Lottery Regional Manager. The work requires travel throughout the State to perform on-site visits to a substantial number of agents each day.
Positions in this classification are evaluated using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
The Lottery Representative I and Lottery Representative II are differentiated on the basis of the degree of supervisory control exercised by the supervisor over these employees. The Lottery Representative I performs duties under close supervision at times and under general supervision at other times depending on the complexity of the specific duty being performed. The Lottery Representative II performs the full range of duties and responsibilities under general supervision. The Lottery Representative II is differentiated from Lottery Representative III in that the Lottery Representative III serves as an assistant to a Lottery Regional Manager or is assigned full responsibility for the service of chain store corporations whose retail outlets are agents of the State Lottery and Gaming Control Agency.
Reviews on a continuous basis an assigned district to provide information as a guide in the selection of new agents and evaluation of current agents;
Delivers, installs and removes all point-of-sale materials;
Advises agents on the effective placement and display of point-of-sale material to promote Lottery sales;
Recruits new lottery retail locations;
Provides prospective agents with lottery application and information about lottery requirements, procedures and regulations;
Reviews and analyzes sales data and suggests promotional marketing strategies in order to increase agent lottery game sales;
Trains agent retailers;
Travels throughout an assigned district to promote Lottery sales by agents;
May give public presentations to promote lottery games;
May cover other Lottery Representative’s assignments;
Performs other related duties.
Knowledge of the principles, techniques and practices of selling and merchandising to retailers;
Knowledge of general merchandising problems facing a retail store operator;
Knowledge of the effective placement and display of point-of-sale material;
Ability to analyze sales problems and formulate solutions to problems;
Ability to present point-of-sale material and merchandising ideas to agents;
Ability to secure the prominent display of point-of-sale material at agents' business establishments;
Ability to maintain records and prepare required reports.
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Three years of experience selling or marketing a consumer product from a wholesaler or manufacturer to retail outlets for resale to consumers.
Notes:
1. Candidates may substitute the possession of a Bachelor’s degree in Marketing or Business Administration with a concentration in Marketing for two years of the required experience.
2. Candidates may substitute additional experience on a year-for-year basis for the required education.
Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.
This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is assigned to Bargaining Unit B, Administrative, Technical and Clerical classes. As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
Employees in this classification are eligible to receive overtime compensation. An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by State Personnel and Pensions Article, Section 8-305.
This classification is one level in a Non-Competitive Promotion (NCP) series. NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance levels in a classification series. In order to be non-competitively promoted to the next level in a NCP series an employee must: 1) perform the main purpose of the class as defined in the Nature of Work section of the class specification; 2) receive the type of supervision defined in the class specification, and 3) meet the minimum qualifications of the classification.
